New Delhi: The Ministry of Home Affairs (MHA) has appointed Senior IPS officer Mukesh Singh (IPS:1996:AGMUT) as Additional Director General (ADG) in the Indo-Tibetan Border Police (ITBP). The appointment was confirmed through an official order issued on Thursday.
Singh will serve a five-year tenure, effective from the date he assumes charge and continuing up to October 17, 2028, or until further orders, whichever comes earlier.
From IG to ADG: A Significant Promotion
Mukesh Singh had been serving as Inspector General (IG) of ITBP since October 17, 2023, following his deputation in September 2023. His elevation to ADG is being viewed as a key development in the leadership structure of the ITBP, especially given the organization’s expanding role in national border security and internal operations.
A Decorated Career in Counter-Terror Operations
An Indian Police Service officer of the 1996 batch, Mukesh Singh is a part of the AGMUT cadre and has extensive field experience, particularly in counterterrorism operations in Jammu & Kashmir.
During his career, Singh has served as Superintendent of Police in some of the most volatile districts — Reasi, Pulwama, Poonch, and Jammu — at the height of terror activities. He is widely recognized for being at the frontlines of major anti-terror campaigns, leading operations with precision and courage.
He has been awarded multiple gallantry honors for his outstanding contributions in high-risk operations.
Founding Member of the NIA
Mukesh Singh was also part of the core founding team of the National Investigation Agency (NIA) — India’s premier counterterrorism investigation body. Over his tenure at the NIA, he served in key leadership roles including Superintendent of Police (SP), Deputy Inspector General (DIG), and Inspector General (IG).
His time at the NIA saw him handle some of the most high-profile terror-related cases, cementing his reputation as a top-tier investigator and strategic leader.
Academic Background and Literary Contributions
A civil engineering graduate from IIT Delhi, Singh joined the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) after clearing the UPSC Civil Services Examination. He completed his training on September 4, 1996, and was inducted into the AGMUT cadre.
Beyond policing, Mukesh Singh is also a prolific writer and academic contributor. He has:

Singh currently holds the position of Additional Director General of Police (ADGP) in Jammu Province, where he has continued to play a crucial role in maintaining law and order and spearheading anti-terror efforts.
His transition to the ADG position in ITBP is expected to bring his deep field knowledge, leadership, and investigative acumen into the paramilitary force’s ongoing missions in border management and counterinsurgency.
