Hyderabad: A long-standing point of friction between the IAS and IPS cadres has resurfaced in Telangana, as a writ petition has been filed challenging the state government’s decision to post senior IPS officers in positions traditionally reserved for IAS officers. The Telangana High Court is now hearing the matter through a single-judge bench.
Petition Objects to Two High-Level Appointments
The petition specifically contests two major postings:
- C. V. Anand (IPS:1991:TG) – Appointed as Special Chief Secretary (Home)
- Shikha Goel (IPS:1994:TG) – Appointed as Director-General, Vigilance & Enforcement, and Ex-Officio Principal Secretary, General Administration Department
Both positions, the petitioner argues, are earmarked exclusively for the IAS cadre and cannot legally be filled by IPS officers.

Violation of Cadre Rules, Says Petitioner
Petitioner Vadla Srikanth claims that the State government’s order contravenes the Indian Administrative Service (Cadre) Rules, 1954, which govern cadre management and designate specific posts for IAS officers at the State level.
The writ contends that bypassing these rules not only violates service norms but also disturbs the functional balance between the All India Services.
Training, Orientation, and Role Differences Highlighted
The petitioner further argues that the IAS and IPS are structurally and functionally distinct services:
- IAS officers are trained in public administration, governance, policy formulation, district and state-level administration, and coordination with elected representatives.
- IPS officers, on the other hand, receive training primarily in policing, crime control, intelligence, law enforcement, and security management.
Hence, deputing IPS officers to posts meant for IAS officials allegedly undermines the specialised administrative domain for which IAS officers are trained.
State’s Top Officials Named as Respondents
The Chief Secretary of Telangana and the Principal Secretary of the General Administration Department (GAD) have been listed as respondents in the case, indicating the petition’s seriousness and its potential administrative impact.
A Recurring Flashpoint Between IAS and IPS Cadres
This is not the first time such cadre disputes have surfaced in India. Disputes over postings—particularly where IPS officers are appointed to IAS-designated administrative or Secretariat positions—have often led to friction, litigation, and intervention from Central authorities.
The Telangana High Court’s decision may influence how states interpret cadre rules and could potentially set a precedent for similar disputes nationwide.
