Bihar Govt Promotes Three 1996-Batch IAS Officers to Apex Pay Scale, Elevates Them as Additional Chief Secretaries – Know More About Them

Bihar has promoted 1996-batch IAS officers Anand Kishor, K. Senthil Kumar, and H. R. Srinivasa to the Apex Pay Scale, elevating them as Additional Chief Secretaries effective January 1, 2026, across Finance, Planning, and BC/EBC Welfare.

Patna: The Bihar government on Monday (November 25, 2025) approved the promotion of three senior IAS officers of the 1996 batch to the Apex Pay Scale, designating them as Additional Chief Secretary (ACS) with effect from January 1, 2026.

Those promoted include:

  • Anand Kishor, Principal Secretary, Finance Department
  • K. Senthil Kumar, Principal Secretary, Planning & Development Department
  • H. R. Srinivasa, Principal Secretary, Backward Classes & Extremely Backward Classes Welfare Department

About Anand Kishor (IAS:1996:Bihar)

Currently Principal Secretary, Finance, Anand Kishor is a 1996-batch IAS officer who secured AIR 8 in UPSC. A B.Tech and M.Tech (Electrical Engineering) graduate, he earlier served as DM Nalanda and currently heads the Bihar School Examination Board. A 2022 video of a judge reprimanding him for his attire in court had gone viral with over a million views.

About K. Senthil Kumar (IAS:1996:Bihar)

A B.E. and M.E. (Power Systems Engineering) graduate, Senthil Kumar has held key administrative roles in Bihar across multiple departments. He is currently Principal Secretary, Planning & Development, and is proficient in English and Tamil.

About H. R. Srinivasa (IAS:1996:Bihar)

H. R. Srinivasa, a B.E. (Electronics) graduate, serves as Principal Secretary, BC & EBC Welfare Department. He is widely recognised for his work in electoral governance and served as Chief Electoral Officer, Bihar (2018). He earlier handled key posts such as Secretary, Finance (Resources) and Revenue Board.
