Key Officials to be Suspended Amid Allegations
Sources reveal that the Haryana government is preparing to send the state DGP Shatrujeet Kapur, a 1990-batch IPS officer, on leave, while OP Singh, an IPS officer of 1992 batch, is likely to be appointed as the acting DGP. Additionally, Rohtak SP Narendra Bijarniya, a 2015-batch IPS officer, is also expected to be placed on leave in connection with the case. Official orders regarding these suspensions are anticipated to be issued soon.
Allegations of Mental Harassment, Caste Discrimination, and Abetment to Suicide
IAS Amneet P. Kumar filed a detailed complaint at Sector 11 police station, Chandigarh, accusing DGP Kapoor and SP Bijarnia of sustained mental harassment, caste-based discrimination, and abetment to suicide. She alleges that her husband, who belonged to the Scheduled Caste community, was repeatedly humiliated, falsely implicated in cases, and discriminated against by senior officials.
In her complaint, Amneet described how Y. Puran Kumar faced arbitrary transfers, exclusion from places of worship, and systematic harassment over several years, which she believes drove him to take his life.

Chief Minister Holds High-Level Meeting and Assures Justice
In a high-profile meeting held at the Chief Minister’s residence, CM Nayab Saini was joined by Chief Secretary Anurag Rastogi, DGP Shatrujeet Singh Kapoor, and Minister Krishan Lal Panwar to discuss the developments. CM Saini also personally met with IAS Amneet P. Kumar at her residence in Chandigarh, where she submitted a formal two-page complaint demanding immediate FIR registration, suspension and arrest of the accused officers, and security for her family.
Amneet emphasized during the meeting that her husband’s death was not a suicide but a “form of murder” due to administrative torture. The Chief Minister assured that the investigation would be conducted with full transparency and impartiality.
Suicide Note Names 15 Senior Officials, Citing Caste Discrimination and False Cases
Y. Puran Kumar took his own life on Tuesday by shooting himself with his service weapon in his home’s basement. He left behind a detailed suicide note, naming 15 senior officials, including Chief Secretary Anurag Rastogi, former Chief Secretary T.V.S.N. Prasad, former ACS Rajiv Arora, and nine senior IPS officers. The note cited ongoing caste discrimination, public humiliation, and mental torture as reasons behind his final act.
He alleged that false cases were being lodged against him to ruin his reputation and career, holding these officials responsible for his decision.

Family Refuses Postmortem Pending FIR Registration
The family has declined to proceed with the postmortem until an FIR is registered against the accused officers and a judicial process is initiated. Meanwhile, the body remains at Sector 16 Hospital mortuary, awaiting official permission.

Y. Puran Kumar prepared his will a day before his death, bequeathing his assets to his wife. On the day of his suicide, he sent his note to Amneet P. Kumar, who was on a government delegation in Japan. After receiving no response from her husband despite repeated calls, their daughter discovered his body.
