Haryana IPS Y Puran Kumar Suicide: IAS Wife Amneet Kumar Files Complaint Against DGP and SP Over Explosive Note

The senior IAS officer further claimed that her husband was subjected to casteist slurs and public humiliation because he belonged to the Scheduled Caste (SC/ST) community.

Chandigarh: A major controversy has erupted in Haryana’s bureaucratic circles following the apparent suicide of senior IPS officer Y. Puran Kumar (2001 batch) on October 7th. His wife, IAS Amneet P. Kumar, also an IAS officer of 2001 batch, has escalated the matter by filing a complaint against the Haryana Director General of Police (DGP) and the Rohtak Superintendent of Police (SP).

The complaint comes as a scathing nine-page suicide note, allegedly naming a dozen senior officers and detailing accusations of harassment and administrative bias, has surfaced.

Complain Against DGP & SP

In a four-page complaint, IAS officer Amneet Kumar accused DGP Shatrujeet Kapur, a 1990-batch IPS officer, and Rohtak SP Narendra Bijarniya, a 2015-batch IPS officer, of harassing her husband, subjecting him to caste-based discrimination, and mentally torturing him.

She alleged that, prior to her husband’s death, and at the behest of the DGP, the Rohtak SP registered a false FIR (No. 0319/2025) against her at the Urban Estate Police Station in Rohtak as part of a deliberate conspiracy. She stated that this action pushed her husband into extreme mental distress, ultimately leading him to take his own life.

The senior IAS officer further claimed that her husband was subjected to casteist slurs and public humiliation because he belonged to the Scheduled Caste (SC/ST) community.

Postmortem Delayed as Family Demands Justice

The postmortem of IPS Puran Kumar, which was scheduled for Wednesday, October 8th, at the Government Hospital in Sector 16, Chandigarh, was refused by his wife.

IAS Amneet has insisted on waiting for their elder daughter to return from the United States, with the procedure and last rites now expected to take place on Thursday, October 9th. The body remains in the hospital mortuary. Sources indicate that the family may pursue a demand for a CBI investigation before agreeing to the postmortem or the funeral.

IAS Wife Confronts Top Bureaucrats

Ms Amneet returned to Chandigarh from Japan on Wednesday morning, where she had been on an official tour with Chief Minister Nayab Saini. Immediately upon her arrival, a delegation of senior officers, including Haryana Chief Secretary Anurag Rastogi and several top IAS and IPS officials, met with her at her Sector 24 official residence.

Sources describe the interaction as tense, with IAS Amneet expressing an “aggressive” stance on her husband’s death. The senior officials present reportedly claimed they were “unaware” of Puran Kumar’s disputes with other officers, with one even citing inactivity on social media as a reason for their lack of knowledge. Ms Amneet is said to have responded bluntly, asserting her intent to take action against all individuals named in the suicide note.

Later, the IAS officer returned to her Sector 11 residence, spending a significant amount of time in the basement where her husband tragically shot himself on Tuesday.

Suicide Note Names 30+ Officers, Alleges Harassment and Discrimination

According to sources, IPS Puran Kumar left behind an 8- to 9-page suicide note in English, reportedly recovered from his pocket. The note names 30 to 35 officers, including 7–8 IPS and 2 IAS officers, and contains grave allegations:

  • Caste-based discrimination
  • Bias in ACRs (Annual Confidential Reports)
  • Denial of government accommodation
  • Unfair postings and administrative interference
  • Repeated harassment through notices by a DGP-rank officer

The suicide note was sent to his wife and two senior officers before he took his life on October 7.

Senior Officers Claim Ignorance; Wife Threatens Action

After reviewing the contents of the suicide note, IAS Amneet expressed deep anger during meetings with senior bureaucrats. Sources present at the meeting said she appeared “aggressive” and made it clear she would not spare anyone named in the note. Officers present, including senior IPS and IAS officials, reportedly claimed ignorance of any conflict involving Puran Kumar. One officer even said he was “not active on social media” and was unaware of any dispute.

The accusations in the note are severe and wide-ranging

DGP-Rank Officer: Accused of repeatedly harassing the IPS officer by issuing unnecessary notices.

IPS and IAS Officers: Seven to eight IPS and two IAS officers are named, with allegations of administrative interference, discrimination in postings, administrative bias, irregularities in Annual Confidential Reports (ACRs), casteism, and not being allotted government accommodation.

Two Officers Directly Held Responsible: Sources reveal the note singles out two officers – one of DGP-rank and one of SP-rank – as directly responsible for his suicide.

Potential Link to Rohtak Bribery Case and ‘Punishment Post’

The suicide is also being linked to the aftermath of a bribery case in Rohtak involving the IPS officer’s gunman. After the gunman’s arrest in connection with a complaint by a liquor contractor alleging a demand for monthly payments of two to two and a half lakh rupees, Rohtak SP Narendra Bijarniya stated that the gunman had mentioned IG Puran Kumar’s name during interrogation.

Although no notice was issued to him, IG Puran Kumar was subsequently removed from the field duty of Rohtak Range IG and transferred to the Police Training College, Sunaria (Rohtak). This type of non-operational assignment is widely viewed within the police department as a punishment post.

Two Officers Directly Blamed in the Note

Sources confirm that Puran Kumar’s suicide note directly blames two senior officers – one of DGP rank and one of SP rank – for his deteriorating mental health and humiliation within the force. The case appears to be a culmination of long-standing grievances, caste-based bias, and career suppression, as detailed in the note.

Will Found at the Scene

Adding to the complexity, Puran Kumar left behind a will dated October 6th, the day before his suicide note (dated October 7th). In the will, the senior IPS officer bequeathed all his property to his wife. Chandigarh Police have declined to comment on the specific names mentioned in the highly sensitive suicide note.
