Vijayawada: As part of their professional exposure and field study programme, a group of Indian Police Service (IPS) trainee officers visited the Andhra Pradesh Capital Region Development Authority (APCRDA) office in Vijayawada on Monday. The visit was aimed at understanding Amaravati’s unique urban development model and land pooling scheme that has been widely recognized as a citizen-participatory approach to capital city planning.
Learning the Amaravati Model Firsthand
The IPS officers were briefed by APCRDA Additional Commissioner Mallarapu Naveen and Joint Director (Economic Development) B. Vineesh (FAC), who shared insights on how Amaravati’s master plan incorporates green infrastructure, inclusive growth, and planned urban expansion. They presented the blueprint for a modern capital based on EDGE-certified sustainability standards, efficient land use, and future-ready infrastructure.

Land Pooling Scheme: A Case Study in Voluntary Participation
One of the key highlights of the session was the Land Pooling Scheme (LPS), wherein farmers voluntarily contributed land for capital development in return for residential plots, pensions, and comprehensive welfare benefits. Officials explained how this model avoided forced land acquisition while ensuring stakeholder satisfaction and participation.
Showcasing Future-Ready Projects
Trainees also learned about Amaravati Government Complex, green urban design elements, and planned future initiatives such as Quantum Valley, a high-tech ecosystem proposed to boost innovation and employment.
A Call to Lead with Innovation and Integrity
The visit concluded with a ceremonial exchange of mementoes and a motivational address urging the young IPS officers to embrace innovation, empathy, and accountability in their public service careers. The APCRDA team highlighted Andhra Pradesh’s commitment to creating inclusive, livable, and future-ready cities.
