New Delhi: The Appointments Committee of the Cabinet has approved the empanelment of 15 officers of the Indian Railway Personnel Service (IRPS) for promotion to the Higher Administrative Grade (HAG) in Pay Level-15 for the panel year 2026. The decision, cleared on Tuesday, marks an important personnel movement in the railway administrative structure, with the empanelled officers becoming eligible for appointment to senior leadership positions in the personnel management framework of Indian Railways.
According to an order issued by Department of Personnel and Training, the empanelment will take effect from the date the officers assume charge of the promoted posts and will remain valid until further orders.
15 IRPS Officers Approved for HAG Promotion
The approved panel includes senior IRPS officers who have been cleared for elevation to Higher Administrative Grade, one of the most significant career milestones in the personnel cadre of Indian Railways.
The officers empanelled are:
• Suresh Chandra Srivastava
• Deepak Kumar Gupta
• Navin Agarwal
• Anand Madhukar
• Surya Prakash
• Siddharth Kati
• LVS Satyanarayana Patrudu
• Lily Pandeya
• Anurag Tripathi
• Rajiv Gandhi
Along with these ten officers, five additional officers have also been empanelled, completing the approved list of fifteen.
These include:
• Sanjay Kumar
• Mahendra Kumar Gupta
• Manoj Kumar
• Anil Kumar Chhapolia
• Jagdish Alagar
Five Officers Placed on Extended Panel
The order also specifies that five officers have been placed on the extended panel, a category generally used to maintain additional approved names for future vacancy consideration depending on cadre requirements and post availability.
Placement on the extended panel allows flexibility in future appointments if vacancies arise during the panel’s validity period.
Vaibhav Chauhan Not Cleared for HAG Empanelment
In a notable development, the ACC has not approved the empanelment of Vaibhav Chauhan for promotion to HAG for the panel year 2026.
No specific reason has been mentioned in the official order for non-approval, which is in line with standard empanelment notifications where only final decisions are communicated.
What HAG Means in Railway Administration
Higher Administrative Grade (HAG) is a critical promotion level in the civil services hierarchy and places officers in senior administrative leadership roles.
For IRPS officers, HAG positions typically involve responsibilities such as:
