Hyderabad: With Telangana Chief Secretary K. Ramakrishna Rao (IAS:1991:TG) set to retire on March 31, speculation over his successor has intensified. Among the senior bureaucrats in contention, IAS Jayesh Ranjan (1992 batch, Telangana cadre) has emerged as the clear frontrunner for the state’s top bureaucratic post.

Ranjan’s vast administrative experience, deep understanding of the government’s priorities, and long association with Telangana’s governance framework have positioned him as the favourite for the Chief Secretary (CS) role.

Retirement of Incumbent CS Sparks Speculation

Incumbent Chief Secretary K. Ramakrishna Rao was originally scheduled to retire on August 30, 2025. However, he was granted a seven-month extension until March 31, 2026. With that extension nearing its end, it is widely believed that another extension is unlikely, paving the way for a new appointment.

Competition for the Top Post

There are only two officers senior to Jayesh Ranjan in the Telangana cadre:

Shashank Goyal (IAS:1990:TG): Currently serving as Special Chief Secretary and posted as Resident Commissioner at Telangana Bhawan in New Delhi.

Arvind Kumar (IAS:1991:TG): Serving as Special Chief Secretary, Revenue Department. However, a pending Formula race case reportedly makes his consideration for the CS post unlikely.

Another contender is:

Vikas Raj (IAS:1992:TG): Special Chief Secretary, Transport Department. However, he is junior to Ranjan.

Given these circumstances, Ranjan is widely viewed as the leading candidate, reflecting sustained confidence in his leadership and administrative capabilities.

Current Responsibilities and Recent Assignments

IAS Ranjan is presently serving as Special Chief Secretary for the Metropolitan Area and Urban Development, overseeing urban governance within the expanded Hyderabad Metropolitan Development Authority (HMDA) limits following a December 2025 bureaucratic reshuffle.

In addition to this crucial role, he holds multiple additional responsibilities:

  • Special Chief Secretary for Youth Advancement, Tourism and Culture
  • Special Chief Secretary for Sports
  • Director of Archaeology
  • Member, National Pool of Trainers in Leadership

His latest assignment includes serving as Special Officer to supervise transitional arrangements in the three new municipal corporations formed after the trifurcation of the Greater Hyderabad Municipal Corporation (GHMC) on February 11.

CEO of the SPEED (Proactive Efficient and Effective Delivery) initiative in the Chief Minister’s Office, focusing on strategic economic projects.
