Ranchi: On the final day of the budget session, Chief Minister Hemant Soren launched a comprehensive development roadmap for the state and targeted both the opposition and the central government in his address. Highlighting women’s empowerment, youth development, and economic growth, the CM introduced new initiatives under the Maiya Samman, Maiya Balwan, and Maiya Udyami schemes.
Empowering Women Through New Initiatives
CM Soren announced that the state government will empower women beneficiaries of the Maiya Samman scheme through the Udyami aur Chalwan program. Under the second phase of the Johar Project, efforts will focus on linking women from marginalized communities to sustainable livelihoods.
Over the next three years, the Maiya Balwan and Maiya Udyami schemes aim to strengthen entrepreneurship and self-reliance among women. A capital incentive of up to ₹5 crore will be provided for starting micro-enterprises.

Massive Budget Allocation for Women’s Welfare
The CM highlighted that more than 50 lakh women have benefited from government schemes so far, with ₹20,000 crore transferred to beneficiaries. This year, the state has allocated ₹14,065 crore specifically for women and children, with an overall provision of ₹34,000 crore for women’s empowerment. The government has ensured market access for products produced by women’s self-help groups under brands like Palash and Adiva, in collaboration with the National School of Design.
Achievements of the Single Engine Government
Reflecting on the past six years, CM Soren said the coalition government has overcome multiple challenges. He emphasized that the single-engine government has strengthened democratic values, social harmony, and ensured essential services like food security, education, and healthcare reach every household.
He criticized the central government for “step-motherly treatment” towards Jharkhand, highlighting that the state continues to progress despite adverse circumstances.
Global Opportunities for Youth
CM Soren announced the establishment of a Knowledge Corridor in partnership with the UK. Through the Marang Gomge Overseas Scholarship, 50 youth from marginalized communities will receive full scholarships for master’s programs in 30 UK institutions. Additionally, tribal students will have access to PhD scholarships at Oxford’s St. John College, and annual research opportunities will be offered to 10 students at London-based institutions.
Specialized courses in healthcare, hospitality, tourism, and AI will be introduced to develop employable skills for Jharkhand’s youth.
CM Data Intelligence Platform for Efficient Governance
To ensure state schemes are implemented efficiently, CM Soren announced the creation of a CM Data Intelligence Platform. This will monitor infrastructure projects and assess their progress from urban centers to village panchayats. Fifty civil servants will receive annual training to accelerate project execution.
Jharkhand Economic Development Board
The CM unveiled plans to establish the Jharkhand Economic Development Board to attract investment in energy, mining, and industrial sectors. The board will focus on industry, social welfare, and knowledge-based investments. By 2028, five eco-tourism destinations will be developed, and world-class centers of excellence for critical minerals and clean energy will be set up in collaboration with global institutions. IT parks and AI-focused technology hubs are also planned with the support of international tech companies.
Support for Migrant Workers
CM Soren assured that the state stands firmly behind migrant workers. The government will assist in case of fatalities and provide support for labor welfare. A new Migrant Indian Foundation will be set up, and assistance centers will be established in Gulf countries and London in collaboration with the central government.
He also raised concerns over delayed MGNREGA payments, noting that ₹1,000 crore is pending from the central government while new financial burdens are being imposed on the state.
Criticism of Central Government and Global Issues
CM Soren criticized the central government’s policies and expressed solidarity with marginalized communities across India, including Assam and Manipur. He highlighted international conflicts, mentioning US-Israel actions against Iran, and stated that Jharkhand will continue to raise its voice for the voiceless.
He condemned the central government’s decision to delegate LPG distribution responsibilities to states, warning of potential fuel shortages.
