In a significant administrative development, the Union Public Service Commission (UPSC) on Monday held a meeting to finalize the long-pending promotions of State Police Service (SPS) officers from Jharkhand to the prestigious Indian Police Service (IPS) cadre. The meeting was attended by Jharkhand Chief Secretary Mr. Avinash Kumar along with senior officials from the Ministry of Home Affairs and the UPSC.
Strengthening Jharkhand’s Police Leadership Framework
The meeting was convened to address the nine vacant IPS posts in Jharkhand that are to be filled through promotion from the State Police Service. The state government had forwarded the names of 17 senior Deputy Superintendents of Police (DSPs) to the UPSC for consideration. This move is part of the broader effort to strengthen administrative continuity and operational efficiency within the state’s policing framework.
The promotion process is expected to infuse renewed energy and experience into the state’s higher police leadership, ensuring better crime management, coordination, and field-level effectiveness.
Mr. Avinash Kumar’s Promotion Approved
Among the key developments, the long-pending promotion case of Mr. Avinash Kumar, presently serving as Assistant Superintendent of Police (ASP) in Jharkhand Armed Police-II (JAP-2), was also considered and approved. His promotion has been accepted for inclusion in the 2020 IPS batch. Mr. Kumar’s elevation reflects his consistent performance, professionalism, and contribution to maintaining law and order within the state.
17 Senior Officers Considered for Nine IPS Vacancies
The UPSC panel considered a total of 17 names recommended by the Jharkhand Government to fill nine IPS vacancies through the promotion quota. Those under consideration included Mr. Rajesh Kumar, Mr. Deepak Kumar, Mr. Shriram Samad, Mr. Roshan Gudiya, Mr. Rahul Dev Baraik, and Ms. Nisha Murmu, among others.
While the official notification from the Department of Personnel and Training (DoPT) is awaited, sources indicate that the final list will be published soon after procedural clearances.

The promotion process marks another step in the ongoing administrative modernization drive being undertaken by the Jharkhand Government.
