Jammu: A major reshuffle in the top ranks of the Jammu and Kashmir civil administration is likely as senior IAS officer Sajjan Singh Yadav prepares to take charge as the new Chief Secretary of the Union Territory on October 31, 2026.
Mr Yadav, a 1995-batch Indian Administrative Service officer of the AGMUT cadre, will succeed incumbent Chief Secretary Atal Dulloo, who is scheduled to retire on the same day.
The Union Ministry of Home Affairs (MHA) has already issued orders for Mr Yadav’s appointment. However, his arrival at the helm of the Union Territory’s bureaucracy has raised questions about the future postings of several senior officers currently holding important administrative positions.
Four IAS officers serving in Jammu and Kashmir belong to batches senior to Mr Yadav, while two others are from his own 1995 batch. The situation could lead to changes in departmental responsibilities, transfers to other AGMUT cadre territories or appointments on central deputation.
Four Senior IAS Officers Ahead of Sajjan Singh Yadav in Batch Seniority
Among the senior-most officers currently serving in Jammu and Kashmir are Shaleen Kabra and Ashwani Kumar, both 1992-batch IAS officers of the AGMUT cadre.
Mr Kabra is serving as Financial Commissioner (Additional Chief Secretary), Jal Shakti Department. He also holds additional charge as Financial Commissioner, Revenue, and Administrative Secretary of the Estates and Revenue Departments.
Mr Ashwani Kumar is serving as Financial Commissioner (Additional Chief Secretary), Power Development Department, with additional responsibility as Administrative Secretary, Mining Department.
Both officers are three batches senior to Mr Yadav.
Another senior officer is Dheeraj Gupta, a 1993-batch IAS officer of the AGMUT cadre, who is currently serving as Additional Chief Secretary to Jammu and Kashmir Chief Minister Omar Abdullah.
Ashish Chandra Verma, a 1994-batch AGMUT cadre IAS officer, is serving as Financial Commissioner (Additional Chief Secretary), Agriculture Production Department. He is also senior to the incoming Chief Secretary.
The presence of these four officers in the Union Territory’s top administrative hierarchy is among the factors behind expectations of a reshuffle following Mr Yadav’s assumption of charge.
Two 1995-Batch IAS Officers Also Serving in Jammu and Kashmir
Apart from the four senior officers, two IAS officers currently holding important positions in Jammu and Kashmir belong to the same 1995 batch as Mr Yadav.
Shailendra Kumar is serving as Financial Commissioner (Additional Chief Secretary), Finance Department, while Anil Kumar Singh is posted as Financial Commissioner (Additional Chief Secretary), Public Works Department (Roads and Buildings).
Both officers are from the AGMUT cadre and share the same batch year as the incoming Chief Secretary.
Although batch year is an important consideration in the administrative hierarchy, officers belonging to the same batch may have different inter-se seniority positions. The available information does not establish their precise seniority relative to Mr Yadav.
Other Senior AGMUT Cadre Officers Posted Outside Jammu and Kashmir
Several other senior IAS officers associated with the AGMUT cadre are presently serving outside Jammu and Kashmir.
Vipul Pathak, a 1992-batch AGMUT cadre officer, is currently on central deputation.
Navin Choudhary, a 1994-batch officer of the erstwhile Jammu and Kashmir cadre, which is now part of the AGMUT cadre, is presently posted in Delhi.
Rohit Kansal, a 1995-batch IAS officer of the erstwhile Jammu and Kashmir cadre, is serving as Secretary in the Department of Rural Development under the Government of India.
While these officers are not presently part of the Union Territory’s administrative setup, their postings reflect the wider pool of senior officers serving across the AGMUT cadre and the Central Government.
Senior Officers May Be Shifted to Equivalent-Rank Posts or Central Deputation
According to sources cited in reports, the Jammu and Kashmir administration could witness significant changes in its senior bureaucratic structure after Mr Yadav assumes charge.
One possibility is that officers senior to the incoming Chief Secretary may be assigned positions upgraded or designated as equivalent in rank to the Chief Secretary.
Such arrangements could allow senior officers to continue serving in Jammu and Kashmir without necessarily requiring them to report through the Chief Secretary in the same manner as officers heading other departments.
Another possibility is the transfer of some senior IAS officers to other states or Union Territories forming part of the AGMUT cadre.
They could also be considered for central deputation, depending on administrative requirements and decisions taken by the competent authorities.
These possibilities remain under discussion, and no specific transfer orders involving the officers have been confirmed in the information available.
AGMUT Cadre Transfers Could Bring New Officers to Jammu and Kashmir
The AGMUT cadre covers Arunachal Pradesh, Goa, Mizoram and several Union Territories, including Jammu and Kashmir.
IAS officers belonging to this cadre can be posted across its constituent administrations, subject to the applicable cadre-management rules and decisions of the competent authorities.
Sources indicated that if some senior IAS officers are transferred out of Jammu and Kashmir, an equivalent number of officers could be posted to the Union Territory from elsewhere in the AGMUT cadre.
Such changes could result in a broader reorganisation of departments and responsibilities within the Jammu and Kashmir administration.
The Ministry of Home Affairs plays the central role in the posting of Chief Secretaries in the Union Territory and in relevant cadre-management decisions.
Atal Dulloo to Retire on October 31
The expected administrative changes coincide with the retirement of incumbent Chief Secretary Atal Dulloo.
Mr Dulloo, a 1989-batch IAS officer of the erstwhile Jammu and Kashmir cadre, is scheduled to retire from service on October 31, 2026.
His retirement will mark a change in the leadership of the Union Territory’s civil administration, with Mr Yadav taking over the top bureaucratic position.
As a 1995-batch officer, Mr Yadav belongs to a later batch than several officers currently occupying Additional Chief Secretary-level positions in Jammu and Kashmir.
This has made the forthcoming change particularly significant from the perspective of seniority and administrative restructuring.
Administrative Reshuffle Expected After October 31
The full extent of the anticipated reshuffle is expected to become clearer after Mr Yadav assumes charge.
While some senior officers could continue in their present positions or be assigned equivalent-rank responsibilities, others may be considered for transfers within the AGMUT cadre or for central deputation.
For now, the changes remain prospective, with the government yet to announce any corresponding reshuffle of the senior officers currently serving in Jammu and Kashmir.
The appointment of Mr Yadav as Chief Secretary nevertheless sets the stage for a potentially significant reorganisation of the Union Territory’s top administrative hierarchy.
