Retired Indian Administrative Service (IAS) officer K Vijayanand has assumed charge as the ex officio Special Chief Secretary to Andhra Pradesh Chief Minister N. Chandrababu Naidu. The appointment came shortly after his retirement as the Chief Secretary of Andhra Pradesh, marking a swift transition into a key advisory and administrative role within the state government.
The Andhra Pradesh government also entrusted him with an additional responsibility as Chairman and Managing Director (CMD) of the Andhra Pradesh Transmission Corporation (APTRANSCO) for a period of one year.
Appointment Immediately After Retirement
K Vijayanand (IAS:1992:AP) officially assumed charge in his new role on Monday, soon after completing his tenure as Chief Secretary of Andhra Pradesh on February 28. His retirement came after a three-month extension granted by the state government.
Within hours of his retirement, the state government issued orders appointing him as Special Chief Secretary to the Chief Minister. This move reflects the government’s confidence in his administrative expertise and leadership.

Direct Reporting to the Chief Minister
In his new role, Vijayanand will oversee the Energy Department and report directly to Chief Minister N. Chandrababu Naidu.
The government clarified that his position would function without intermediary administrative reporting structures, allowing him to coordinate and implement policy decisions more effectively at the highest level of the state administration.
Additional Role as APTRANSCO CMD
Along with his advisory role to the Chief Minister, Vijayanand will serve as the Chairman and Managing Director of APTRANSCO, the state-owned electricity transmission utility.
His tenure in this position will be for one year, during which he is expected to continue contributing to the state’s power sector reforms and infrastructure development.
Administrative Reshuffle in Chief Minister’s Office
In a related development, Mudadda Ravichandra, who was serving as Principal Secretary in the Chief Minister’s Office (CMO), has been appointed as the full-time Executive Officer (EO) of the Tirumala Tirupati Devasthanams (TTD).
This change is part of a broader administrative restructuring within the Andhra Pradesh government.
