New Delhi: In a significant reshuffle of senior bureaucratic positions, the Government of India has announced multiple appointments and tenure extensions for senior IAS and IPS officers. These changes, approved by the Appointments Committee of the Cabinet (ACC) and formalized through orders by the Department of Personnel and Training (DoPT) on July 11, 2025, reflect ongoing efforts to strengthen leadership across key departments and agencies.
Rohit Kumar Takes Charge as Additional Secretary in NITI Aayog
Senior IAS officer Rohit Kumar (IAS:1997:RJ), who was serving as Additional Secretary in the Cabinet Secretariat, has been appointed as Additional Secretary in the NITI Aayog with immediate effect. The move was approved by the ACC and formalized through a DoPT order issued on July 11, 2025.
Rohit Kumar’s central deputation tenure has also been extended by one year beyond its original expiry date of September 24, 2025. He will now continue his central service till September 24, 2026, or until further orders, whichever comes first.
Kumar joined the Cabinet Secretariat in May 2022 as Joint Secretary and was promoted to Additional Secretary in September 2022. Before this, he was Joint Secretary in the Department of Rural Development starting September 2018.
V Hekali Zhimomi Assigned Additional Charge as CEO of National Health Mission
In another key move, senior IAS officer V Hekali Zhimomi (IAS:1996:UP), currently Additional Secretary in the Department of Health and Family Welfare, has been assigned the additional charge of Chief Executive Officer (CEO) of the National Health Mission (NHM).
The ACC approved this ex-post facto assignment for a period of six months starting May 22, 2025, or until a regular appointment is made, or until further orders, whichever is earlier. This was also formalized in the DoPT order issued on July 11, 2025.
Earlier, L S Changsan (IAS:1994:AM), another Additional Secretary in the Health and Family Welfare Ministry, was given ex-post facto approval on April 15, 2025, to hold additional charge as CEO of the National Health Authority (NHA) for one year starting August 22, 2024.
Asif Jalal’s Tenure as IG in BSF Extended by Two Years
The central government has extended the deputation tenure of IPS officer Asif Jalal (IPS:2002:HP) as Inspector General (IG) in the Border Security Force (BSF) by two years beyond September 23, 2025, according to the latest DoPT order.
This extension, approved by the ACC, comes as a relaxation to the IPS Tenure Policy following the Ministry of Home Affairs’ proposal.
Jalal was initially appointed as Director in the Ministry of Home Affairs on September 15, 2020, for a five-year term. In February 2022, he took charge as IG in BSF, with a combined tenure scheduled to end on September 23, 2025. With the recent extension, he will continue to serve in BSF until September 2027 or until further orders.
