New Delhi: Lieutenant Governor VK Saxena has approved disciplinary proceedings against two Delhi Fire Services (DFS) officials linked to the death of three IAS aspirants at Rau’s IAS Study Circle in Old Rajendra Nagar last year. The officials are accused of “negligence of duty” and “concealment of facts,” Raj Niwas officials confirmed on Friday.
The Tragic Incident
On July 27, 2024, heavy rainfall caused severe flooding in the basement of Rau’s IAS coaching centre, which housed the library and seating area. Of the 30 students present, three were trapped and died. Rescue operations involved multiple agencies, including the National Disaster Response Force (NDRF), Delhi Fire Services, and the police.
Lapses in Fire Safety Inspection
The two DFS officials had inspected the premises on July 1, 2024, for the issuance of a Fire Safety Certificate (FSC). They cleared the basement for use as a seating area and library, despite violations of safety norms. Based on their recommendation, the DFS issued the FSC on July 9, 2024. An inquiry later found them responsible for concealing critical facts about the basement’s misuse and failing to report the matter appropriately.
Suspension and Disciplinary Proceedings
Following a district magistrate’s inquiry, both officers were suspended by LG Saxena last year. The disciplinary proceedings are being conducted under the Central Civil Services (Classification, Control and Appeal) Rules, 1965. Raj Niwas officials have instructed the Directorate of Vigilance to ensure the proceedings are completed within the prescribed timelines.
