Mumbai: The Maharashtra government has constituted a Civil Services Board to recommend postings and transfers of Indian Administrative Service (IAS) officers belonging to the Maharashtra cadre.
A Government Resolution (GR) to this effect was issued by the General Administration Department Maharashtra on Monday.
Board Formed in Line with Central Notification and Cadre Rules
According to the GR, the Civil Services Board has been established in pursuance of a notification issued by the Union government’s Department of Personnel and Training (DoPT) dated January 28, 2014.
The move is also in accordance with the Indian Administrative Service (Cadre) Amendment Rules, 2014, which provide for the constitution of such boards in states to ensure a structured and transparent mechanism for transfers and postings of IAS officers.
Composition of the Civil Services Board
As per the resolution, the Chief Secretary to the Government of Maharashtra will serve as the Chairman of the Civil Services Board.
The membership structure of the board will include:
- The senior-most Additional Chief Secretary; or
- The Chairman of the Board of Revenue; or
- The Financial Commissioner; or
- An officer of equivalent rank and status
In addition, the Additional Chief Secretary, Principal Secretary, or Secretary (Personnel) in the General Administration Department will function as the Member Secretary of the board.
Additional Member from Mantralaya
The resolution further specifies that the senior-most officer holding the post of Additional Chief Secretary in a ministerial administrative department in Mantralaya will be nominated as a member of the Civil Services Board.
Mantralaya, the state secretariat in Mumbai, houses key administrative departments of the Maharashtra government, making representation from its senior leadership significant for decision-making related to cadre management.
Aim: Structured and Transparent Cadre Management
The constitution of the Civil Services Board is aimed at bringing greater transparency, consistency, and institutional oversight to the process of postings and transfers of IAS officers in the Maharashtra cadre.
By aligning with the 2014 DoPT notification and Cadre Amendment Rules, the state government seeks to ensure that cadre management decisions are taken through a formalised and rule-based mechanism.
