Imphal: In a significant administrative overhaul, the Governor of Manipur has approved the transfer and posting of 27 senior officers – including personnel from the Indian Administrative Service (IAS), Indian Revenue Service (IRS), Manipur Civil Service (MCS), and Manipur Finance Service (MFS) – with immediate effect, officials confirmed on Friday.
This marks the fourth major reshuffle since the imposition of President’s Rule in Manipur and the suspension of the state assembly on February 13, 2025. The reshuffle, authorized through an official order by the Department of Personnel and Administrative Reforms (DPAR), is aimed at boosting administrative efficiency and streamlining service delivery across multiple departments.
Breakdown of Transfers: IAS, IRS, MCS, and MFS Officers
According to the order-
- 9 officers are from the IAS cadre
- 1 officer from the IRS
- 15 from the MCS
- 2 from the MFS
The reshuffle affects key posts in education, finance, social welfare, planning, rural development, public distribution, and land resources, among others.
Key IAS-Level Changes
Rajkumar Dinesh Singh, IAS
Previously Principal Secretary (AR/MAHUD) and Commissioner (DE), he now takes on additional charges as Principal Secretary of Higher and Technical Education, SCERT, and Adult Education, while continuing in his earlier roles.
H. Gyan Prakash, IAS
Former Commissioner-cum-Secretary (Higher and Technical Education, SCERT, and Adult Education), has been reassigned as Commissioner-cum-Secretary (Arts and Culture).
Ningthoujam Geoffrey, IAS
Earlier handling a wide portfolio including Social Welfare and CADA, he will now focus solely on the Water Resources Department, while continuing as CEO of MIDA (Manipur Industrial Development Authority).
IRS and MCS-Level Highlights
N. Kheda Varta, IRS
Earlier serving as Secretary (Land Resources and CAF&PD), will now concentrate exclusively on CAF&PD (Consumer Affairs, Food & Public Distribution).
Aribam Amarjit Sharma, MCS
Currently Joint Secretary (Finance) and Secretary, State Election Commission, has been posted as ADC of Thoubal and Project Director, DRDA Thoubal.
Songeireng Khupboi Aimol, MCS
Formerly with Manipur Lok Ayukta, now assigned as Joint Secretary (Finance and Planning).
Yumnam Nelson, MCS
Retains charge as Joint Secretary (Finance and Land Resources) with additional responsibility as Secretary, State Election Commission.
Lokeshor Brahmacharimayum, MCS
Previously ADC Thoubal and PD/DRDA Thoubal, now posted as Joint Secretary (Revenue).
Reform-Driven Approach Amid President’s Rule
This latest round of postings is part of a broader administrative reset under President’s Rule, with reshuffles previously implemented in February (twice) and May. The goal, officials noted, is to ensure stability, transparency, and efficiency in state functioning during a period of political uncertainty.
A senior official involved in the transition process remarked, “These transfers are meant to optimize manpower deployment and strengthen institutional response across departments that are critical to public service delivery.”
The realignment also reflects the central government’s intention to keep the administrative machinery agile and citizen-focused amid ongoing tensions and governance challenges in the state.
