New Delhi: The Department of Personnel and Training (DoPT) has approved the entrustment of the additional charge of Chief Vigilance Officer (CVO) of Hindustan Petroleum Corporation Ltd. (HPCL), Mumbai, to Ms. Meenaxi Rawat, IES (1993). Ms. Rawat, who currently serves as CVO at Bharat Petroleum Corporation Ltd. (BPCL), Mumbai, will take on this role for a period of six months or until a regular CVO is appointed at HPCL, whichever is earlier.
Appointment and Tenure Details
The appointment follows a proposal from the Ministry of Petroleum and Natural Gas and has been approved by the Competent Authority, as per an official order dated November 24, 2025. The order, issued by Sakshi Mittal, Director of DoPT, has been circulated to the Central Vigilance Commission (CVC) and senior officials of the Ministry of Personnel and Training.
Ms. Rawat’s temporary role at HPCL will involve overseeing the company’s vigilance and integrity initiatives, ensuring adherence to ethical practices and anti-corruption measures, while continuing her responsibilities at BPCL.

Assigning an experienced IES officer like Ms. Rawat to HPCL highlights the government’s focus on maintaining strong vigilance mechanisms in central public sector undertakings (CPSUs). Her expertise at BPCL is expected to facilitate a smooth transition and effective monitoring of ongoing vigilance activities at HPCL during this interim period.
