Shillong: Meghalaya Chief Secretary Dr Shakil P. Ahammed, an IAS officer of 1995 batch, has urged officials to ensure that every individual is included in Census 2027, stressing that accurate population data is essential for inclusive development, effective policymaking and the implementation of government welfare schemes.

Addressing a state-level training conference in Shillong, he highlighted the importance of reliable demographic information in identifying gaps in essential services, including healthcare, education and road connectivity. He also called for special attention to remote areas and vulnerable communities to ensure that no eligible individual is excluded from government welfare programmes.

The conference focused on enumeration procedures, the use of digital tools, coordination among officials and public outreach ahead of the population enumeration phase.

Accurate Census Data Crucial for Inclusive Development

Emphasising the importance of comprehensive population enumeration, Dr Ahammed said accurate demographic data would help the government better understand the needs of different communities and identify areas requiring greater attention.

Reliable population figures are important for assessing the availability of essential services and identifying gaps in healthcare, education, road connectivity and other public infrastructure. Such information can help authorities plan development interventions according to the needs of different regions and communities.

For Meghalaya, where remote settlements and difficult terrain can pose challenges to public service delivery, comprehensive enumeration is particularly important to ensure that development planning reflects the needs of the entire population.

Special Focus on Remote Areas and Vulnerable Communities

The Chief Secretary stressed the need to ensure that people living in remote areas and vulnerable communities are not missed during the census exercise.

He called on officials to make the necessary efforts to reach every individual, underlining that gaps in enumeration could affect the availability of reliable demographic information needed for government planning.

Comprehensive coverage would help authorities develop a clearer understanding of population distribution and the requirements of different communities. It would also support more informed decisions on the allocation and delivery of public services.

The emphasis on inclusive enumeration reflects the broader objective of ensuring that census data captures the population accurately, including communities that may be difficult to reach through routine administrative processes.

Public Awareness and Participation Key to Census 2027

Dr Ahammed also highlighted the importance of public awareness and participation in the census exercise.

Effective enumeration requires cooperation between government officials and residents. Public outreach can help people understand the purpose of the census and the importance of providing accurate information during the enumeration process.

The conference discussed strategies for strengthening public engagement alongside the administrative preparations required for the exercise.

Officials were also briefed on enumeration procedures, digital tools and coordination mechanisms to support the smooth conduct of the census. These preparations are intended to improve operational readiness ahead of the population enumeration phase.

Training Conference Focuses on Enumeration Preparedness

The state-level training conference in Shillong brought attention to the practical requirements of conducting Census 2027 across Meghalaya.

Discussions centred on the procedures to be followed during enumeration, the use of digital tools, coordination among government officials and measures to improve public outreach.

These areas are important for ensuring consistency in data collection and addressing operational challenges during the exercise. Proper training and coordination can help officials carry out their responsibilities more effectively, while public awareness initiatives can encourage wider participation.

Dr Ahammed’s message placed particular emphasis on ensuring that the census reaches every individual and generates reliable information to support the state’s development priorities.

Census 2027 and Evidence-Based Governance

Census data serves as an important foundation for understanding population characteristics and planning public services. Accurate demographic information can help governments assess changing needs, identify underserved areas and make better-informed decisions on development priorities.

In Meghalaya, the focus on reaching remote areas and vulnerable communities highlights the importance of ensuring that population data reflects the state’s diverse geographical and social realities.

By urging officials to prioritise complete enumeration, Dr Ahammed has underscored the connection between reliable census data, inclusive development and the effective implementation of welfare programmes.

The success of the exercise will depend on thorough administrative preparation, coordination among officials and active public participation, with the overarching objective of ensuring that no individual is left out.
