Chennai: Tamil Nadu has transferred senior IPS officer Dr Sandeep Rai Rathore from his position as Director General of Prisons and Correctional Services following two prison escapes within a week. The 1992-batch officer has been posted as DGP-cum-Chief Vigilance Officer in the Vigilance wing of the Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO). K Shankar, Additional Director General of Police (ADGP), Enforcement Bureau, Crime Investigation Department (CID), will succeed him in the prisons department.
The transfer comes after two separate incidents in which prisoners escaped from correctional facilities in Tamil Nadu. While two convicts fled from the high-security Puzhal Central Prison near Chennai on October 20, another 17 prisoners escaped from the district jail in Theni on the night of October 26. All the escaped prisoners were subsequently recaptured, but the incidents raised serious questions about prison security and triggered reactions from political parties across the state.
The order was issued by the Home Department, with Principal Secretary A Karthik announcing the changes on Thursday.
Two Jailbreaks Within a Week Lead to Administrative Changes
The first incident occurred on October 20, when two convicts escaped from Puzhal Central Prison, one of Tamil Nadu’s major correctional facilities, located near Chennai. The escape prompted the police department to constitute seven special teams to trace and apprehend the prisoners.
After an intensive search operation lasting two days, both escaped convicts were arrested.

A second and more significant security breach occurred at the district jail in Theni on the night of October 26, when 17 prisoners managed to escape. According to the account provided, the prisoners claimed that one of them was suffering from epilepsy and required medical assistance. They allegedly used the situation to overpower a jail warder and other security personnel before fleeing the facility.
The scale of the escape prompted an extensive response from the police department, which formed 17 special teams to track down the absconding prisoners.
All 17 prisoners were recaptured on October 28. However, the incident resulted in disciplinary action against nine jail staff members, who were suspended over the security lapse.
The two escapes within a short period brought prison security arrangements under scrutiny. The subsequent transfer of Rathore marks a significant administrative change in Tamil Nadu’s prison management, although the transfer order, as described in the available information, does not by itself establish individual responsibility for either incident.
Who Is Dr Sandeep Rai Rathore?
Dr Sandeep Rai Rathore is a 1992-batch Indian Police Service (IPS) officer of the Tamil Nadu cadre. Known for combining policing experience with academic pursuits, he has held several senior assignments in law enforcement, police administration and correctional services.
Born in 1968, Rathore is a direct-recruit IPS officer whose career has included leadership positions in Chennai, Avadi and the state police establishment. His previous assignments have involved urban policing, police training, law enforcement and prison administration.
Before his latest transfer, Rathore was serving as the Director General of Prisons and Correctional Services in Tamil Nadu. He assumed charge of the position on June 3, 2026.
His appointment to the prisons department placed him in charge of the state’s correctional administration, including the functioning of prisons and correctional facilities. His tenure has now ended with his reassignment to TANGEDCO following the two recent jailbreak incidents.
Academic Background: From Geography to a PhD in Disaster Management
Apart from his policing career, Rathore has pursued higher education and research. His academic qualifications include a Bachelor of Arts degree in Geography, a Master of Arts degree and an MPhil.
In 2025, he earned a PhD in Disaster Management from Vellore Institute of Technology (VIT). The doctorate added a research dimension to his professional profile, distinguishing him among senior police officers with advanced academic qualifications.
His educational background and research interests have contributed to his reputation as a scholar-cop, a description often associated with officers who combine field experience with academic study.
From Coimbatore to Senior Police Leadership
Rathore’s career has included assignments in different areas of policing, from operational responsibilities to senior administrative roles.
One of his early significant assignments was as Deputy Commissioner of Police in Coimbatore. He served in the city during the period of the 1998 Coimbatore bomb blasts, when the region faced major security challenges. The experience formed part of his early exposure to policing in a sensitive law-and-order environment.
Over the following years, he moved into senior leadership positions within the Tamil Nadu Police, taking on responsibilities connected with police administration, training and metropolitan policing.
First Police Commissioner of Avadi
Rathore served as the first Police Commissioner of the newly established Avadi Police Commissionerate during 2022–2023.
The creation of the commissionerate was part of the reorganisation of policing arrangements in the expanding Chennai metropolitan region. As its first commissioner, Rathore was responsible for leading the new police establishment and overseeing its operational and administrative functioning.
Commissioner of Greater Chennai Police
On June 30, 2023, Rathore took charge as the 109th Commissioner of Greater Chennai Police, succeeding Shankar Jiwal.
The appointment placed him at the head of the police force responsible for maintaining law and order in one of India’s largest metropolitan areas. The role involved leadership of the city’s policing machinery and oversight of public safety and law-enforcement functions.
He subsequently held other senior responsibilities, including serving as DGP of Training and later as the state’s Director General of Police and Head of Police Force, according to the career details supplied.
His movement through these assignments reflects a career spanning city policing, training and state-level police leadership before his appointment to the prisons department.
Appointment as Tamil Nadu’s Top Cop
Rathore was also appointed Director General of Police and Head of Police Force in Tamil Nadu ahead of the state’s major Assembly elections.
The appointment marked another important stage in his career, placing him in the state’s top police leadership position. He had previously served as DGP of Training, giving him experience in the professional development and institutional functioning of the police force.
His career has therefore covered several levels of policing, from district and metropolitan assignments to senior positions involving the wider state police establishment.
From Prison Administration to TANGEDCO Vigilance
Rathore’s latest posting moves him from correctional administration to a vigilance-related role in the state power utility.
Under the new arrangement, he will serve as DGP-cum-Chief Vigilance Officer in the Vigilance wing of the Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO).
The reassignment follows the escapes at Puzhal Central Prison and the Theni district jail. The first incident involved two convicts who escaped on October 20 and were arrested after two days. The second involved 17 prisoners who escaped on October 26 and were recaptured on October 28.
The Theni incident, in particular, prompted the suspension of nine jail staff members and intensified scrutiny of security arrangements at correctional facilities.
Meanwhile, K Shankar, who was serving as ADGP of the Enforcement Bureau, CID, will take over as Director General of Prisons and Correctional Services. The change places a new officer at the head of Tamil Nadu’s prison administration following the recent security breaches.
Medals and Recognition
Rathore has received two significant police service honours during his career.
He was awarded the Police Medal for Meritorious Service in 2008 and the President’s Police Medal for Distinguished Service in 2015. These honours recognise service in the police force and form part of his record of public service.
His career combines operational policing, leadership of major police establishments, senior administrative responsibilities and academic achievement, including his doctorate in Disaster Management.
What Lies Ahead for Tamil Nadu’s Prison Administration?
The transfer of Rathore and the appointment of Shankar come at a time when prison security has become a pressing administrative concern in Tamil Nadu.
The escape of two convicts from Puzhal Central Prison, followed within days by the escape of 17 prisoners from Theni district jail, exposed security vulnerabilities that have drawn attention to staffing, monitoring and emergency-response arrangements at correctional facilities.
Although all the escaped prisoners were recaptured, the incidents resulted in disciplinary action and political reactions, placing renewed emphasis on accountability and the prevention of similar breaches.
Shankar’s appointment now brings a change in leadership at the top of the prisons department. The immediate challenge for the department will be to address the concerns raised by the escapes and strengthen the security arrangements governing prisons across the state.
