New Delhi: The Ministry of Home Affairs (MHA) has announced the launch of an online application process for the issuance of MHA Smart Identity Cards, aimed at facilitating secure access to the CCS-3 Building. The new initiative covers employees from several key ministries and departments currently housed in the CCS-3 premises.
Departments Covered Under the New Smart Card Scheme
According to an official memorandum dated July 2025, the following ministries and departments allocated space in the CCS-3 Building will participate in the Smart Card issuance process:
- Ministry of Home Affairs (North Block)
- Office of the Principal Scientific Advisor (Vigyan Bhawan Annexe)
- Ministry of External Affairs (South Block & Shastri Bhawan)
- Ministry of Petroleum & Natural Gas (Shastri Bhawan)
- Department of Personnel & Training (North Block)
- Ministry of Small & Medium Enterprises (Udyog Bhawan)
- Office of the Development Commissioner, MSME (Nirman Bhawan)
- Ministry of Rural Development (Krishi Bhawan)
- Department of Land Resources (Nirman Bhawan)

Online Application Process to Expedite Issuance
The MHA has developed a dedicated online portal (http://sid.mha.gov.in) for the submission of applications for Smart Identity Cards. All eligible officials, non-officials, and contractual employees are required to submit their e-application forms via this portal.
Applicants must upload a recent passport-size photograph and signature, both with a white background, along with other relevant documents in JPEG/JPG format. The digital submission aims to streamline and speed up the issuance process, reducing delays associated with traditional application methods.

Biometric Authentication and Card Collection
Upon approval of the application, applicants will be notified about the date and time for biometric authentication at the Pass Cell, MHA. After verification, they will receive their MHA Smart Identity Cards, which will grant them authorized access to the CCS-3 Building.
Transition From Old Identity Cards to Smart Cards
The memorandum also emphasizes that all current holders of old identity cards under the previous system are required to transition to the new Smart Identity Cards as soon as possible. The online system has been made mandatory with immediate effect for all concerned ministries and departments mentioned above.
