The Ministry of Coal will launch the Exploration Module on its Single Window Clearance System (SWCS) portal on July 4, 2025. Developed by CMPDIL, this addition completes the coal sector’s exploration digitization journey.
One Portal for All Approvals
The Exploration Module allows users to submit coal exploration proposals, upload exploration schemes, and track geological report submissions. It also supports real-time updates, compliance uploads, and approvals through a single digital platform. This streamlines communication between stakeholders and improves transparency across the board.
Faster, Transparent Decision-Making
The module features automated document processing and structured workflows. Users can monitor the approval timeline for each stage in real-time. This eliminates paper-heavy delays and introduces a modern digital approach to coal exploration management.
Technical Support by CMPDIL
The module is built on governance and technical standards designed by CMPDIL. It enhances the assessment of coal resources and aligns with broader strategies for efficient coal block allocation.

Completing the SWCS Ecosystem
The SWCS portal was launched on January 11, 2021, as a unified platform for multiple coal-related clearances. It already includes modules for mining plan approvals, mine-opening permissions, and data submission through the Project Monitoring Application (PRIMS).
Since its launch, the portal has received 126 mining plan applications, with 108 already processed. Average approval times have been reduced from 9–12 months offline to 4.5 months online. As of November 7, 2024, the Mine Opening Permission module had received 27 applications, of which 19 were cleared quickly.
Connected with National Portals
The SWCS portal is now integrated with the National Single Window System (NSWS) and Parivesh 2.0. These linkages allow users to obtain environmental, forest, wildlife, groundwater, and mining lease clearances through one unified interface.
Supporting the Digital India and Vikasit Bharat Vision
The rollout of this module aligns with Prime Minister Narendra Modi’s Digital India and Viksit Bharat goals. It supports the government’s mission to bring efficiency, transparency, and sustainability to energy infrastructure through digital solutions.
All Stakeholders Encouraged to Participate
The Ministry of Coal has urged coal block allottees and relevant departments to begin using the module immediately. It also welcomed feedback to improve its performance and usability, reinforcing its commitment to responsive governance.
