New Delhi: Under the visionary leadership of Prime Minister Narendra Modi, Mission Karmayogi is accelerating large-scale civil services reforms by strengthening capacity building across government through digital platforms and Artificial Intelligence-enabled learning systems.
At the India AI Impact Summit 2026, Mission Karmayogi is presenting its AI-powered learning and governance solutions at a dedicated stall set up at Bharat Mandapam from 16 to 20 February 2026. The showcase aims to explore transformative AI use cases for the public good and demonstrate how technology can enhance governance outcomes.
Dedicated Pavilion Highlights AI-Powered Governance Tools
The stall has been jointly set up by the Capacity Building Commission and Karmayogi Bharat (KB). It introduces a new generation of AI-enabled learning tools integrated into the iGOT Karmayogi platform.
These tools are designed to make civil service learning:
- Role-based
- Personalised
- Multilingual
Embedded into day-to-day governance functions
The initiative reflects a shift from traditional training methods to continuous, data-driven and competency-based learning.

AI-Driven Capacity Building Plans (AI-CBP)
One of the key features on display is AI-Driven Capacity Building Plans (AI-CBP). This tool analyses official roles and documents, maps required competencies, identifies capability gaps, and generates role-specific learning pathways for Ministries and Departments.
By enabling faster and data-backed capacity planning, AI-CBP supports more efficient human resource development across government institutions.
AI Sarthi: Conversational Learning Guide
Another major innovation is AI Sarthi, a conversational AI-powered guide. It assists officials in discovering relevant courses and learning resources tailored to their specific roles, responsibilities, and real-time work requirements.
The tool aims to simplify access to knowledge and integrate learning seamlessly into daily administrative tasks.
AI Tutor: In-Course Intelligent Assistance
The AI Tutor functions as an in-course assistant that helps learners grasp complex topics. It answers queries, simplifies difficult concepts, and provides contextual explanations and summaries within course modules.
This feature enhances comprehension and ensures that learning remains interactive and user-friendly.
AI-Enabled Transcription and Multilingual Access
To promote inclusivity, the platform demonstrates AI-enabled transcription and multilingual subtitle generation. These systems automatically produce transcripts and subtitles across multiple Indian languages, ensuring accessibility for officials from diverse linguistic backgrounds.
The focus is on making digital learning equitable and widely accessible across states and Union Territories.
AI Recommendations Engine for Continuous Upskilling
An AI Recommendations Engine is also being showcased. It offers personalised course suggestions based on an officer’s profile, role, and past learning behaviour.
This enables continuous, focused upskilling and encourages a culture of lifelong learning within government services.
Expanding AI Literacy Across Government
The pavilion highlights a growing catalogue of Artificial Intelligence courses available on the platform. These courses are aimed at building AI literacy and applied AI capabilities across government departments.
The curriculum covers:
- AI fundamentals
- AI applications in governance
- Organisational AI strategy
- Emerging technology risks and opportunities
The goal is to prepare civil servants to effectively leverage AI in policy implementation, service delivery, and decision-making.
Panel Discussion: “AI for Viksit Bharat: The Capacity Building Imperative”
As part of the summit engagements, a panel discussion titled “AI for Viksit Bharat: The Capacity Building Imperative” will be organised on 20 February 2026.
The session will bring together ecosystem leaders and experts to deliberate on how AI-enabled learning systems can accelerate governance reforms and strengthen institutional capacity in line with the vision of Viksit Bharat.
Earlier, a pre-summit event titled “AI for Capacity Building: Transforming Governance” was held at Vigyan Bhawan. The event set the stage for deeper collaboration between AI initiatives and public sector capability development.
Mission Karmayogi: World’s Largest Civil Services Reform Programme
Mission Karmayogi is described as the world’s largest civil services capacity-building reform initiative. It seeks to transform governance systems from rule-based functioning to role-based competency development.
At the core of this transformation is the iGOT Karmayogi platform, India’s Digital Public Infrastructure for civil servant capacity building.
Currently:
- Over 1.4 crore users from Central Ministries, Departments, States, and Union Territories are onboarded.
- The platform offers more than 4,300 courses.
- It supports continuous professional development and institutional learning.
Commitment to Responsible AI in Governance
Mission Karmayogi’s presence at the India AI Impact Summit 2026 underscores the Government of India’s commitment to leveraging responsible AI to strengthen public service capability.
By embedding AI-driven tools into governance systems, the initiative aims to improve administrative efficiency, enhance institutional capacity, and deliver better public service outcomes across the country.
