Bhopal: In a landmark move toward digital governance, the Cyber Registration Office was inaugurated today at the Registration Building, Bhopal, by Chief Minister Dr. Mohan Yadav. The initiative introduces a faceless, paperless registration system for 75 key types of documents in its first phase, including loans, power of attorney, mining leases, affidavits, and co-ownership transfers for women.
The launch marks a significant step in Madhya Pradesh’s digital transformation, reducing waiting times, minimizing errors, and curbing corruption in the land registration process.
75 Services Go Fully Online in First Phase
Under the new system, citizens can now register documents completely online using video KYC verification. Currently, the sale deeds of properties remain outside this system, but the government plans to expand coverage in future phases.
Officials stated that the registration headquarters in Bhopal will now operate as the hub for cyber sub-registrar services across the state. Three cyber sub-registrars have already been deployed, and a total of 141 types of documents are expected to come under digital registration eventually.

Streamlined Process for Citizens
The online registration process is designed to be simple, transparent, and accessible:
- Register and complete e-KYC on the Sampada-2 portal
- Scan and upload the required documents
- Make the online payment of registration fees
- Schedule a video registration appointment
- Cyber sub-registrar verifies identity via video call and confirms consent
- Receive a digitally signed registration certificate via email and WhatsApp
This system eliminates the need for citizens to visit sub-registrar offices physically, enhancing convenience, security, and efficiency.
Awards and Recognition for Digital Innovation
The Sampada 2.0 innovation has already been recognized with the National e-Governance Gold Award 2025, reflecting Madhya Pradesh’s leadership in digital governance. So far, more than 1.49 million documents have been successfully registered through digital platforms.

Chief Minister Dr. Mohan Yadav emphasized that the Cyber Registration Office is a model of ‘Sankalp Se Siddhi’ (Resolution to Achievement). He highlighted the benefits:
- Reduced waiting and crowding at offices
- Elimination of lost or damaged documents
- Faster, error-free, and transparent processing
- Enhanced security and accountability in land transactions
Finance Minister and Deputy CM Jagdish Devda added that citizens could even register documents from any district or overseas, aligning Madhya Pradesh with the Digital India vision.
Madhya Pradesh Leads the Way in Digital Registration
The Cyber Registration Office is expected to set a benchmark for other states by providing a fully digital, paperless, and faceless registry system. By combining video KYC, online payments, and digital certificates, Madhya Pradesh aims to make land registration efficient, transparent, and citizen-friendly, reducing time, cost, and disputes.
