Muruganandam: A Trusted Civil Servant Bridging Two Political Eras in Tamil Nadu

Muruganandam’s ability to navigate political complexities while maintaining professional integrity has been a key factor in his success. Known for his detailed planning and cooperative attitude, he has built strong relationships across the political and bureaucratic spectrum.

Muruganandam, a seasoned IAS officer, has established himself as a pivotal figure in Tamil Nadu’s administration, earning trust and accolades from both the AIADMK and DMK governments. His reputation as a capable, no-nonsense bureaucrat has been cemented through years of dedicated service in various critical roles, from district administration to state-level financial and industrial planning.

A Career Spanning Decades and Diverse Roles

A native of Chennai, Muruganandam graduated in computer science engineering from Anna University and later completed an MBA at the prestigious Indian Institute of Management, Ahmedabad. He began his career as a sub-collector in Tirunelveli before holding key administrative positions such as collector of Coimbatore, Karur, and Chennai. Over time, he transitioned to significant roles in both the state and union governments.

His tenure in central deputation included roles like personal secretary to former Union Minister G.K. Vasan and joint secretary in the Union Ministry of Shipping. After returning to Tamil Nadu’s state service in 2019, Muruganandam became instrumental in reshaping the state’s industries and finances.

A Steady Hand During Challenging Times

Appointed as Industries Secretary in 2019 during the AIADMK regime, Muruganandam played a vital role in attracting investments to Tamil Nadu, even amidst the challenges posed by the COVID-19 pandemic. He successfully negotiated investments worth over ₹20,000 crore in 2020 and facilitated deals with major companies like Apple supplier Pegatron, Ola, Tata Electronics, and Crown Group. His diplomatic approach and technical expertise enabled the state to maintain investor confidence despite the economic downturn.

During the pandemic, his crisis management skills came to the forefront. Muruganandam coordinated with suppliers to ensure an uninterrupted supply of oxygen, a critical resource during the health emergency. His collaborative approach with ministers and industrial stakeholders strengthened his reputation as a results-oriented officer.

Transition to Finance and Visionary Budgeting

In November 2021, Muruganandam was appointed Secretary of the Finance Department under the DMK government, working closely with then-Finance Minister Palanivel Thiagarajan (PTR). PTR specifically selected him for the role after conducting interviews with several IAS officers, recognizing his capability for meticulous planning and pragmatic decision-making.

Muruganandam’s most notable contribution in this role was his involvement in the Kalaignar Magalir Urimai Thogai scheme, which provides monthly financial assistance of ₹1,000 to women heads of families. By consulting with ministers and utilizing data from the Income Tax Department, he established the eligibility criteria and ensured the scheme’s effective implementation. The program, launched in September 2023, became a flagship initiative of the DMK government with an annual allocation of ₹7,000 crore.

His efforts extended to encouraging female education through innovative financial assistance schemes, such as monthly deposits for girls pursuing higher education after completing their schooling in government institutions. Initially introduced for girls, the scheme later expanded to include boys.

Key to Tamil Nadu’s Economic and Administrative Strategies

Muruganandam’s ability to navigate political complexities while maintaining professional integrity has been a key factor in his success. Known for his detailed planning and cooperative attitude, he has built strong relationships across the political and bureaucratic spectrum. His mentorship under former bureaucrat K. Ashok Vardhan Shetty, who had previously advised Chief Minister M.K. Stalin during his tenure as deputy CM, further bolstered his rapport with the DMK leadership.

Recognizing his administrative acumen and ability to bridge gaps between civil servants and ministers, CM Stalin appointed Muruganandam as his principal secretary in May 2023. This move followed a reshuffle in the state’s bureaucracy aimed at improving coordination between ministers and IAS officers.

A Balanced Approach to Governance

Muruganandam’s tenure reflects a balanced approach to governance, where he has upheld the continuity of beneficial schemes across political regimes. For instance, he restructured the AIADMK-initiated Moovalur Ramamirtham Ammaiyar Marriage Assistance Scheme into the Pudhumai Penn Scheme, focusing on financial aid for girls pursuing higher education instead of marriage benefits. This alignment with the DMK’s ideology of empowering women and promoting education further solidified his standing in the administration.

Trusted Advisor and Efficient Bureaucrat

With his extensive experience, strategic vision, and collaborative nature, Muruganandam has become a trusted advisor to the Tamil Nadu government. His work has not only bolstered the state’s economy through investment and financial planning but has also showcased the transformative potential of good governance.

In his new role as Tamil Nadu’s Chief Secretary, Muruganandam is expected to continue steering the state towards progress while maintaining his hallmark traits of professionalism and commitment to public welfare.
