New Delhi/Kochi: Kerala Chief Minister Pinarayi Vijayan laid the foundation stone for the Marine Eco City Project at Marine Drive in Kochi through virtual mode on Thursday. The landmark waterfront development will be executed by NBCC (India) Limited as the Project Management Consultant (PMC) on an EPC basis for the Kerala State Housing Board (KSHB).
The project, conceived as a self-sustainable urban development model, will be developed on 17.9 acres of prime waterfront land near the BPCL housing complex along Marine Drive, Kochi.
The foundation stone ceremony was held at the KTDC Convention Centre, Bolgatty Palace and was attended by several dignitaries including Kerala Revenue and Housing Minister K. Rajan, Rajya Sabha MP P. P. Suneer, MLA T. J. Vinod, Housing Commissioner Geetha A (IAS), District Collector G. Priyanka (IAS), NBCC Director (Commercial) Suman Kumar, and senior officials from NBCC and KSHB.
NBCC’s Role in the Project
The project will be implemented by NBCC (India) Limited, a Navratna CPSE under the Ministry of Housing and Urban Affairs, Government of India.

A Memorandum of Understanding (MoU) for the project was signed between NBCC and the Kerala State Housing Board in 2023.
NBCC will oversee the project as Project Management Consultant (PMC), handling planning, coordination and execution under the Engineering, Procurement and Construction (EPC) model.
Phase-I Development
The first phase will be developed on 3.16 acres and will include a mixed-use residential-cum-commercial tower.
Key Features of Phase-I
- Structure: LGF + UGF + 26 floors
- Total built-up area: approx. 85,733 sq. m. (9.22 lakh sq. ft.)
- Estimated Cost: ₹480 crore
Building Layout
- Lower Ground & Upper Ground Floors – Parking and services
- 1st to 3rd Floors – Retail commercial spaces
- 4th & 5th Floors – Office spaces
- 6th Floor – Clubhouse and recreational facilities
- 7th to 26th Floors – Residential apartments
Residential Component
- Total Apartments: 152
- 3BHK Units: 80
- 4BHK Units: 72
- Eight apartments per floor
The phase has already received key statutory approvals, including –
- CRZ clearance
- Environmental clearance
- Pollution Control Board consent
- Airport Authority NOC
- Fire pre-NOC
- Wildlife clearance
- GRIHA pre-certification
Future Phases of the Marine Eco City
Phase-II
- Development of a 5-star hotel with 105 rooms
- A large convention centre to support tourism and business events in Kochi.
Phase-III
- Construction of six residential towers
- Total apartments: 952
- 538 three-bedroom units
- 414 four-bedroom units
- Building structure: LGF + Ground + 28 floors
The combined built-up area for Phase-II and Phase-III is expected to reach around 44.2 lakh sq. ft., including parking facilities.
