New Delhi: State-owned NBCC (India) Limited has entered into a Memorandum of Understanding (MoU) with the Board of Mumbai Port Authority for the development of a Central Government Office (CGO) Complex on Mumbai Port land, the company said in a regulatory filing on Tuesday. The agreement was signed in New Delhi on December 23, 2025.
Project Scope and Turnkey Execution
Under the MoU, NBCC will undertake the project as a deposit work on a turnkey basis and serve as the Project Management Consultant (PMC). The proposed CGO Complex is planned to be constructed on approximately 25 acres of land owned by the Mumbai Port Authority.
The project forms part of a larger infrastructure development initiative approved in principle by the Mumbai Port Trust on November 26, which appointed NBCC as the executing agency for multiple projects. These include the CGO Complex, an iconic building, a multi-level car parking facility, an international convention centre, and maintenance of existing buildings, sheds, wharfs, storage areas, and roads within the port premises.
As per the agreement, NBCC will receive an agency fee of 7 percent of the total project cost, excluding GST, for executing the works and overseeing project management responsibilities.
Strategic Importance of the Project
The development of the CGO Complex on Mumbai Port land is expected to provide a modern and well-equipped infrastructure hub for central government offices, supporting efficient administration and public service delivery. The multi-level parking and international convention centre components will further enhance the usability of the area, while the iconic building is expected to become a landmark in Mumbai.
