The National Democratic Alliance (NDA) released its joint manifesto for the Bihar Assembly elections on Friday, October 31, outlining a series of ambitious yet practical initiatives aimed at generating employment, empowering women, and boosting industrial and educational development across the state.

Over One Crore Jobs to Be Created Across Bihar
According to Deputy Chief Minister Mr. Samrat Chaudhary, the NDA aims to provide over one crore government jobs over the next five years. To ensure jobs align with citizens’ abilities, the government will conduct a comprehensive skill census. This initiative will help match local talent with employment opportunities and ensure youth can build careers within the state, reducing migration.
Mega Skill Centers to Transform Bihar Into a Global Skilling Hub
The manifesto promises to establish mega skill centers in every district, turning Bihar into a global skilling hub. Students and young professionals will have access to industry-oriented training, vocational courses, and specialized skill development programs, equipping them for modern employment challenges.
Industrial Growth and Local Employment to Reduce Migration
To further strengthen the economy, the NDA has proposed a “factories in every district” scheme. These factories aim to generate private sector employment and encourage entrepreneurship. By creating local job opportunities, the initiative seeks to prevent youth from migrating to other states in search of work.
Women Empowerment Schemes Target One Crore Lakhpati Didis
Women’s financial independence is a priority. The Chief Minister’s Women Employment Scheme will provide support of up to Rs. 2 lakh per woman under “Mission Crorepati,” aiming to make one crore women entrepreneurs financially self-sufficient across the state.
Education, Sports, and Entrepreneurship: A Holistic Development Approach
The NDA manifesto also emphasizes education and sports infrastructure. Key initiatives include the creation of an education city, renovation of major district schools with an investment of Rs. 5,000 crore, and establishment of a “Center of Excellence” providing IIT-level training accessible to all citizens. Additionally, a Bihar Sports City and block-level Centers of Excellence for athletes will nurture local sports talent.
Realistic Economic Planning Amid Opposition Promises
While opposition leader Tejashwi Yadav has pledged “one government job for every household” and multiple welfare measures, analysts caution that such promises may strain Bihar’s Rs. 3.48 lakh crore budget.
