Chief Minister Mr. Nitish Kumar has announced a special economic package aimed at attracting private investment and creating large-scale employment opportunities in Bihar. The announcement, which comes ahead of the assembly polls, reflects the state government’s commitment to generate one crore new jobs in the next five years.

In a post on X, Mr. Kumar highlighted that his government has already achieved the target of providing government jobs and employment to 50 lakh youth under the Saat Nischay-2 programme launched in 2020. Building on this achievement, the government has now set a new goal to provide employment to one crore youth by 2030.
Incentives for Industries and Entrepreneurs
The package promises a series of incentives to encourage industrial growth in the state. Among the measures are free land allotment for enterprises generating significant employment, enhanced subsidies, and faster resolution of disputes involving industrial land.
Mr. Kumar stated that the government will extend capital subsidies, interest subsidies, and GST-related incentives, all of which will now be doubled for eligible enterprises. Land banks will be created in every district to ensure availability for industrial use. Enterprises committing to higher employment generation will be given land free of cost, a move expected to attract investors and boost entrepreneurship in Bihar.
Policy Support for Industrial Growth
The Chief Minister added that entrepreneurs who set up industries within the next six months will benefit from expedited resolution of land disputes. The initiative seeks to promote a robust industrial base in Bihar while equipping the state’s youth with skills and opportunities to become self-reliant.
The decision aligns with the government’s broader vision of industrial expansion, employment generation, and strengthening Bihar’s economic base. It reflects the administrative priority of balancing welfare commitments with long-term developmental goals.
Employment as a Key Electoral Issue
Employment has emerged as a critical electoral issue in Bihar, with opposition parties often pointing to large-scale migration driven by lack of job opportunities. The Chief Minister’s announcement comes as a strong policy response to these concerns, signalling a shift towards industry-led employment generation.
High-Level Committee to Oversee Implementation
The package follows a Cabinet decision taken last month to generate one crore jobs by 2030 in both the public and private sectors. For effective implementation, a 12-member high-level committee headed by the Development Commissioner has been formed.
The committee comprises senior officials from 11 departments, including Finance, General Administration, Agriculture, Rural Development, Animal and Fish Resources, Industries, Information Technology, Science and Technology, Education, Tourism, and Labour Resources. Their collective role will be to coordinate efforts, monitor outcomes, and ensure transparency in execution.
