Guwahati/Bengaluru: In a strategic move to strengthen fuel retail infrastructure in North-East India, Numaligarh Refinery Limited (NRL) and Indianoil Petronas Private Limited (IPPL) have signed a Sale-Purchase Agreement for the supply of Motor Spirit (MS) and High-Speed Diesel (HSD). The agreement, finalized on June 30, 2025, aims to support IPPL’s upcoming network of retail outlets in the region.

Key Details of the Agreement

The Sale-Purchase Agreement was formally signed by Mr. R.M.W Khongwir, Chief General Manager (Marketing), NRL, and Mr. Pankaj Kumar, Chief Executive Officer, IPPL. The event saw participation from senior executives of both organizations, reflecting the importance of this collaboration for fuel retail growth in North-East India.

About the Collaboration

Indianoil Petronas Private Limited (IPPL) is a joint venture between two energy giants — IndianOil Corporation Limited (IOCL) and Petroliam Nasional Berhad (PETRONAS), Malaysia. Established in August 1997 and incorporated on December 3, 1998, under the Ministry of Petroleum and Natural Gas, Government of India, IPPL combines equal equity participation from both entities.

While IPPL is already a prominent player in marketing Propane, Butane, and LPG across India, this agreement marks a significant expansion into fuel retailing, focusing on Motor Spirit (MS) and High-Speed Diesel (HSD) distribution through retail outlets across North-East India.

This partnership is poised to strengthen fuel availability and retail infrastructure in the North-Eastern states, a region witnessing rapid development and increasing energy demand. By sourcing MS and HSD from NRL, IPPL will leverage local refinery capacity to meet regional needs efficiently and reliably.

Mr. R.M.W Khongwir, Chief General Manager (Marketing), NRL, expressed optimism about the collaboration, emphasizing NRL’s commitment to supporting regional growth and energy security.

Mr. Pankaj Kumar, CEO of IPPL, highlighted the company’s vision to expand its fuel retail footprint in the North-East, bringing quality fuel products closer to consumers with enhanced accessibility and service standards.
