In a recent administrative reshuffle, the Government of India has appointed Nikhil Pavan Kalyan, a 2012 batch IAS officer of the Odisha cadre, as the new Director of Census Operations (DCO) and Director of Citizen Registration (DCR) for Odisha. The appointment is effective until December 31, 2025, or until further orders – whichever comes earlier.
Official Communication and Terms of Appointment
The appointment was formally communicated by Sakshi Mittal, Director at the Department of Personnel and Training (DoPT), via an official letter addressed to Odisha Chief Secretary Manoj Ahuja. The letter confirms the approval by the Competent Authority and instructs the immediate relieving of Nikhil Pavan Kalyan from his current post so that he may assume the new role without delay.
As per the order, “He may kindly be relieved immediately with instructions to take up his new assignment as DCO/DCR, Odisha.”
Central Staffing Scheme Compliance
The communication from the DoPT also referenced compliance with the Central Staffing Scheme, highlighting that under ACC’s directions (DoP&T’s Circular No. 3/4/2004-EO(MM-I) dated August 17, 2005), the officer must assume the new role within three weeks of the order. Failure to do so could initiate the debarment process under the Central Staffing Scheme.
Strategic Role in Census and Citizenship Data
As Director of Census Operations and Director of Citizen Registration, Nikhil Pavan Kalyan will oversee critical demographic and citizenship data management efforts in Odisha. These roles are pivotal, especially ahead of anticipated updates and preparations for the next census exercise in India, which has seen delays due to the COVID-19 pandemic.
The DCO/DCR office plays a central role in managing data that feeds into national policy, welfare schemes, resource allocation, and long-term planning.
