Odisha Government Approves IAS Promotions 2026 for 2010–2022 Batch Officers, Including Sudhansu Mohan Samal & Md. Sadique Alam

As per a notification issued by the General Administration and Public Grievance (GA&PG) Department, IAS officers of the 2010 batch have been promoted to the Super Time Scale (Level-14).

Bhubaneswar: The Odisha government on Tuesday approved the promotion of several Indian Administrative Service (IAS) officers, with effect from January 1, 2026, strengthening the state’s administrative structure and recognizing the exemplary service of officers across various batches.

Promotions to Super Time Scale (Level-14)

As per a notification issued by the General Administration and Public Grievance (GA&PG) Department, IAS officers of the 2010 batch have been promoted to the Super Time Scale (Level-14).

The officers promoted include:

  • Sudhansu Mohan Samal
  • Rashmita Panda
  • Dr. Brundha D
  • Md. Sadique Alam
  • Mansi Nimbhal
  • Prem Chandra Chaudhary

These officers have been appointed as Special Secretaries to the Government. They will continue in their current positions until further orders, ensuring continuity in key administrative roles while bringing in senior-level experience to support state governance.

Promotions to Selection Grade (Level-13)

The government has also approved promotions to the Selection Grade (Level-13) for IAS officers of the 2013 batch.

The officers promoted include:

  • Madhusmita Sahoo
  • Shubham Saxena
  • Monisha Banerjee
  • Vijay Amruta Kulange
  • Kalyan Kumar Rath
  • Subhashree Nanda
  • Bijay Kumar Prusty
  • Kaliprasanna Mahapatra
  • Raghuram R. Iyer
  • Satyabrata Rout
  • Dipak Ranjan Das

Additionally, Dr. Gavali Parag Harshad, a 2013-batch officer currently on Central Deputation, has been granted a proforma promotion to the Selection Grade.

All officers in this category will continue in their existing roles until further instructions, providing stability and continuity in the administrative machinery.

Promotions to Junior Administrative Grade (Level-12)

The notification also covers promotions to the Junior Administrative Grade (Non-Functional, Level-12) for 2017-batch IAS officers.

The officers promoted include:

  • Somesh Kumar Upadhyay
  • P. Anvesha Reddy
  • Ashish Ishwar Patil
  • Hema Kanta Say

These promotions recognize the growing experience and capabilities of officers who have contributed significantly to governance and administration over the past few years.

Promotions to Senior Time Scale (Level-11)

Lastly, the government has promoted several 2022-batch IAS officers to the Senior Time Scale (Level-11).

The officers promoted include:

  • Akavaram Sasya Reddy
  • Akshay Pillay
  • Arugula Sneha
  • Samir Kumar Jena
  • Soumyaranjan Pradhan

Like the other promoted officers, they are allowed to continue in situ until further orders, ensuring administrative continuity while motivating younger officers to achieve excellence.

These promotions represent a key step in strengthening Odisha’s bureaucratic framework. By recognizing officers across multiple batches, the government aims to enhance governance efficiency, ensure leadership continuity, and maintain institutional memory across departments.
