Odisha Govt Promotes IPS Officers Across Ranks, Orders Effective from Jan 2026 – Full List

Bhubaneswar: The Government of Odisha, through its General Administration & Public Grievance Department, has issued a series of official notifications announcing the promotion of several Indian Police Service (IPS) officers to higher ranks. These promotions, carried out under the IPS (Pay) Rules, 2016, will take effect from January 1, 2026.

The promotions span multiple seniority levels, including Junior Administrative Grade (JAG), Selection Grade, Deputy Inspector General (DIG), Inspector General (IG), and Additional Director General (ADG), reflecting a broad cadre restructuring within the state police leadership.

DIG-Level Promotions Approved

At the Deputy Inspector General of Police (DIG) level, officers from the 2012 batch have been elevated:

  • Madkar Sandeep Sampat (RR-2012) has been promoted to the rank of DIG of Police in Level-13A of the Pay Matrix and has been posted in-situ.
  • Sudhansu Sekhar Mishra (RR-2012), who is currently on Central Deputation, has been granted a proforma promotion to the DIG rank.

Additional Director General Promotions

At the senior-most level among the latest promotions, two officers of the 2001 batch have been elevated to the rank of Additional Director General (ADG) of Police:

  • Shyni S (RR-2001) has been promoted to ADG in Level-15 of the Pay Matrix.
  • Dr. Soorya Thankappan (RR-2001), presently serving on Central Deputation, has been accorded a proforma promotion to the same rank.

These promotions place both officers among the top leadership of the Odisha Police hierarchy.

Inspector General Rank for 2008 Batch Officers

The Odisha government has also promoted senior officers of the 2008 batch to the rank of Inspector General (IG) of Police in Level-14 of the Pay Matrix:

  • Satyajit Naik
  • Dr. Umashankar Dash

In addition, Prakash R. (RR-2008), who is currently on Central Deputation, has been granted a proforma promotion to the IG rank.

Selection Grade Promotions for 2013 Batch

Several officers of the 2013 batch have been promoted to the Selection Grade in Level-13 of the Pay Matrix:

  • Jagmohan Meena
  • Parmar Smit Parshottamdas
  • Mukesh Kumar Bhamoo

Meanwhile, officers of the same batch currently on Central Deputation have also been granted proforma promotions:

  • Rahul P. R.
  • Anupama James
  • L. Divya V.

Junior Administrative Grade for 2017 Batch Officers

At the entry-level promotion tier, three officers of the 2017 batch have been elevated to the Junior Administrative Grade (JAG) in Level-12 of the Pay Matrix:

  • Swathy S. Kumar
  • Siddharth Kataria
  • Prahlad Sahai Meena

This promotion marks an important milestone in their early leadership careers within the Odisha Police.

Strengthening Odisha Police Leadership

The latest round of promotions reflects the Odisha government’s effort to strengthen administrative efficiency and leadership capacity across the police force. The inclusion of proforma promotions ensures that officers serving on Central Deputation are not disadvantaged in their career progression while continuing to represent the state at the national level.
