New Delhi: The Government of India on Friday officially announced the induction of two officers from Odisha’s Non-State Civil Services (NSCS) into the Indian Administrative Service (IAS). The appointments, notified by the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training), will also be published in the Gazette of India, Part I, Section 2.
Appointments Made Under IAS Rules
The appointments have been made under the provisions of:
- IAS Recruitment Rules, 1954
- IAS Appointment by Selection Regulations, 1997
- IAS Probation Rules, 1954
The officers have been selected for the IAS Select List of 2024, based on vacancies arising between January 1 and December 31, 2024, in consultation with the Odisha State Government.

Names of the Appointed Officers
The two officers appointed to the IAS cadre are:
- Sundara Madhaba Padhi (DOB: 20 July 1979)
- Smita Pani (DOB: 22 December 1974)
Both officers have been placed on probation until further orders and allocated to the Odisha Cadre under Rule 5(1) of the IAS Cadre Rules, 1954.
Administrative Follow-Up
The Centre has directed the Chief Secretary of Odisha to:
- Forward the notification to the concerned officers
Submit proposals for fixation of seniority and year of allotment as per the IAS (Regulation of Seniority) Rules
Copies of the orders have also been sent to:
- Accountant General, Odisha
- UPSC Secretary
- Establishment Officer & Additional Secretary
- Director of LBSNAA, among others
