In a significant move to reinforce internal vigilance and transparency within a key public sector undertaking in the energy sector, the central government has appointed Mr. Pankaj Porwal (ITS:1994) as the Chief Vigilance Officer (CVO) of Satluj Jal Vidyut Nigam Limited (SJVNL), based in Shimla.

As per the official order issued by the Department of Personnel and Training (DoPT) on Saturday, September 13, 2025, the Appointments Committee of the Cabinet (ACC) has approved Mr. Porwal’s appointment for an initial tenure of three years, from the date of assuming charge, or until further orders, whichever is earlier.
Boosting Governance in India’s Power Sector
SJVNL, a Mini Ratna CPSE under the Ministry of Power, plays a critical role in India’s hydro and renewable energy landscape. It is a joint venture between the Government of India and the Government of Himachal Pradesh, with an expanding portfolio of projects across India and neighboring countries.
The appointment of Mr. Porwal is expected to enhance transparency, compliance, and ethical standards within the organisation, especially as SJVNL ramps up large-scale infrastructure and green energy projects.
Experienced Officer in Strategic Oversight Role
Mr. Porwal brings over three decades of administrative experience from the Indian Telecommunication Service. His appointment to a CVO position reflects the Centre’s growing focus on deploying experienced and high-integrity officers in sensitive roles within critical sectors such as energy and infrastructure.
His leadership at SJVNL is anticipated to streamline vigilance mechanisms, ensure timely redressal of complaints, and create a proactive system to detect and deter procedural lapses or irregularities.
