New Delhi: The Public Enterprises Selection Board (PESB) has not recommended any candidate for the post of Chairman and Managing Director (CMD) of India Optel Limited, after concluding its selection meeting held on April 22, 2026.
According to official minutes, the panel interviewed multiple senior candidates but concluded that none were suitable for appointment to the top post.
10 Senior Candidates Interviewed for CMD Position
A total of 10 candidates from various defence and public sector organisations appeared before the selection board. These included officials from India Optel Limited, Armoured Vehicles Nigam Limited (AVNL), the Department of Defence Production, and Bharat Sanchar Nigam Limited (BSNL).
Key candidates included:
- Sharmishtha Koul Sharma, Director (HR), India Optel Limited
- Dharmendra Kumar Madan, OSD, Heavy Vehicles Factory (AVNL)
- Ajay Kumar Yerpude, Executive Director, Indian Ordnance Factories Service
- Anil Kumar Gupta, Chief General Manager, Department of Defence Production
- Senior officials from BSNL and AVNL
Despite a diverse pool of experienced candidates, the board did not find a suitable match for the CMD role.

PESB Advises Fresh Selection Mechanism
After the interviews, PESB recommended that the Administrative Ministry (Department of Defence Production, Ministry of Defence) initiate further action.
The options suggested include:
- Formation of a Search-cum-Selection Committee (SCSC)
- Adoption of an alternative recruitment mechanism
- Approval by the competent authority for a fresh process
This means the appointment process for the CMD post will now be restarted.

The CMD position at India Optel Limited, a key defence public sector undertaking, is considered highly critical as the company specializes in:

Since PESB did not recommend any candidate:
- The ministry will now restart the selection process
- A new panel or committee may be formed
- Final approval will be required from the Appointments Committee of the Cabinet
The move is expected to delay the final appointment until a suitable candidate is identified.
