Jammu: In a significant step towards cultural preservation and community development, NHPC signed a Memorandum of Understanding (MoU) with the Divisional Commissioner’s Office, Jammu, for the construction of a Cultural Heritage Center in Thalwal village. The agreement was formalized on August 3, 2025, under NHPC’s CSR and Sustainable Development (SD) initiative.
MoU Signed in Presence of LG Manoj Sinha
The MoU signing ceremony was held in the esteemed presence of Mr. Manoj Sinha, Hon’ble Lieutenant Governor of the Union Territory of Jammu and Kashmir. Representing NHPC, Mr. Pankaj Vashisht, General Manager (Civil), signed the agreement on behalf of the Regional Office, Jammu. Dr. Arvind Karwani, Relief and Rehabilitation (Migrants) Commissioner, signed the MoU on behalf of the Divisional Commissioner, Jammu.

Strengthening Cultural Identity Through Infrastructure
This upcoming Cultural Heritage Center is envisioned as a landmark initiative that will celebrate and preserve the unique traditions and rich cultural identity of the region. NHPC’s support for the project under its CSR-SD framework highlights the PSU’s commitment to inclusive growth and regional cultural revitalization.
The project will serve not only as a cultural hub but also as a platform for educational and social engagement for the people of Jammu, especially in Thalwal village and adjoining areas.
