Chandigarh: The Bhagwant Mann-led Punjab Government has carried out a fresh bureaucratic reshuffle, reinstating senior IAS officer Kamal Kishor Yadav and transferring a total of six IAS and PCS officers across key positions in the state administration. The move includes important changes in the Chief Minister’s Office (CMO) and municipal administration
According to official orders issued on Thursday, Kamal Kishor Yadav has been reinstated and posted as Secretary, General Administration and Coordination. The reshuffle also includes appointments of officers in the Chief Minister’s Secretariat and municipal bodies.
Kamal Kishor Yadav Reinstated as Secretary
Senior IAS officer Yadav (IAS:2003), who was earlier under suspension and awaiting posting, has been reinstated by the state government. He has now been appointed as Secretary, General Administration and Coordination, replacing Gauri Parasher Joshi (IAS:2009).
However, the government clarified that Gauri Parasher Joshi will continue to work as Secretary, Coordination until she proceeds on leave.
Changes in the Chief Minister’s Office
The reshuffle also brought key changes in the Chief Minister’s Secretariat.
Gurmit Singh (PCS:2025), who was serving as Chief Minister’s Field Officer in Patiala, has been appointed as Deputy Principal Secretary to the Chief Minister. He replaces Keshav Goyal (PCS:2016) in the position.
Meanwhile, Keshav Goyal has been assigned multiple responsibilities. He will now serve as:
- Joint Principal Secretary to the Chief Minister
- Additional Managing Director, MILKFED
- Director, School Education (Secondary), Punjab
- Secretary, Punjab School Education Board, SAS Nagar
Municipal Administration Posting
In another significant administrative change, Sundeep Singh Garha (PCS:2012), who was working as Joint Principal Secretary in the Chief Minister’s Office and also holding the additional charge of Additional Director, Information and Public Relations, has been transferred.
He has been placed at the disposal of the Department of Local Government for appointment as Commissioner, Municipal Corporation, SAS Nagar. With this move, Parminder Pal Singh (IAS:2016) has been relieved of the additional charge he was holding for the post.
Other Administrative Adjustments
The government has also issued directions regarding additional administrative adjustments following the reshuffle.
- Parminder Pal Singh (IAS:2016) has been relieved from his present assignments and directed to report to the Secretary, Personnel for further orders.
- Authorities have been instructed to make internal arrangements to manage the responsibilities of posts that have become vacant due to the transfers.
- All officers concerned have been directed to join their new assignments immediately.
Part of Governance Strengthening Exercise
Officials indicated that the reshuffle is part of the state government’s broader effort to strengthen administrative efficiency and improve governance across departments. Periodic transfers and postings are carried out to ensure optimal utilisation of officers in key administrative roles.
