Mumbai: Senior bureaucrat Rajesh Aggarwal, a 1989-batch IAS officer of the Maharashtra cadre, is being seen as the frontrunner to become the next Chief Secretary of Maharashtra, following his repatriation from central deputation. Currently serving as Secretary, Department of Empowerment of Persons with Disabilities, Aggarwal’s return to his parent cadre is being viewed as a precursor to his appointment at the state’s top bureaucratic post.
The current Chief Secretary, Rajesh Kumar (1988 batch), who took charge in June 2025 after the retirement of Sujata Saunik, is set to retire at the end of November following a three-month extension.

The Union Government formally cleared Aggarwal’s repatriation to Maharashtra earlier this week. According to sources, the move comes ahead of a crucial political and administrative phase for the state, ensuring continuity at the top level of governance.

Born on November 12, 1966, Rajesh Aggarwal holds a B.Tech. in Computer Science from IIT Delhi (1987) and began his civil services journey after clearing the UPSC Civil Services Examination at the age of 22. During his tenure as Secretary, IT Department, Maharashtra (2011–2015), he spearheaded groundbreaking initiatives like DigiLocker, Jeevan Pramaan, and e-governance platforms that transformed public service delivery.
