Raipur: Ramen Deka, Governor of Chhattisgarh, addressed the 8th session of the 6th Chhattisgarh Legislative Assembly, congratulating members on the state’s silver jubilee and the Assembly’s 25th year. He lauded Prime Minister Narendra Modi for inaugurating the new Assembly building, calling it a matter of pride for the state.
Vision 2047: Inclusive Development and Empowerment
Governor Deka emphasized the “Developed Chhattisgarh 2047” vision, focusing on inclusive growth and welfare for the last person in society. He highlighted women’s empowerment as a key pillar and announced 2026 as “Mahatari Gaurav Year” to honor the contributions of women.
Farmer Welfare and Record Paddy Procurement
Chhattisgarh has purchased 141.04 lakh metric tons of paddy from 25.24 lakh farmers, amounting to ₹33,431 crore. Ahead of Holi, the state will provide ₹10,292 crore under the Krishak Unnati Yojana. The PM Kisan Samman Nidhi benefits 24.72 lakh farmers, while landless workers receive ₹10,000 annually under the Deendayal Upadhyay Landless Agricultural Labour Welfare Scheme.
The state also promotes self-reliance in seed production, millets, pulses, oilseeds, palm oil, and organic farming, distributing 21 lakh quintals of certified seeds in the last two years.
Irrigation and Agricultural Infrastructure
Irrigation capacity has expanded by 25,000 hectares over two years. ₹1,874 crore was approved for 477 development projects, and pending compensation of ₹400 crore was paid to farmers.
Women Empowerment and Social Initiatives
Under the Mahatari Vandan Yojana, 69 lakh women receive ₹1,000 monthly, totaling ₹15,596 crore across 24 installments.
The Mukhyamantri Kanya Vivah Yojana facilitated 6,412 mass weddings, recorded in the Golden Book of World Records.
Naxal Eradication and Bastar Development
Over the past two years, the state recorded:
- 532 Maoist neutralizations
- 2,704 surrenders
- 2,004 arrests
In Naxal-affected regions, 728 mobile towers were installed, and education and health services expanded. Bastar received ₹1,109 crore for roads and bridges under the Niyad Nella Nar Yojana.
Forest Rights and Tribal Welfare
Chhattisgarh leads the nation with 4.83 lakh individual forest rights and 48,000 community rights issued.
- Tendu leaf collection prices increased from ₹4,000 to ₹5,500
- Initiatives like Bastar Pandum, Tribal Games, and Digital Museum preserve tribal culture
Education and Youth Development
Nava Raipur is being developed as an education hub. Recruitment for 32,000 positions is underway. The Startup Incentive Policy 2025-26 was implemented, and new initiatives include Science City, Astro Park, and Mobile Science Labs.
Healthcare Expansion
- 81 lakh families enrolled in Ayushman Bharat
- ₹4,551 crore paid for 31 lakh claims
- Five new medical colleges under construction and 250 new MBBS seats added
Industrial Growth and Investment
The state received ₹7.83 lakh crore in investment proposals under the new industrial policy, with growth in semiconductors, IT, AI, and pharma sectors. ₹51,000 crore invested in railway projects, along with construction of two new expressways.
Energy and Infrastructure Initiatives
- 15 lakh BPL families receive 30 units of free electricity
- Under the PM Suryaghar Free Electricity Scheme, the state provides an additional ₹30,000 subsidy
Tourism, Culture, and Vision 2047
- Dhudmara in Bastar recognized as the Best Tourism Village by the UN Tourism Organization
- Anjor Vision Document lays roadmap for a developed Chhattisgarh by 2047
Governor Deka emphasized that public feedback drives policymaking and that collective efforts will make Chhattisgarh a progressive and developed state.
