Bhubaneswar: In a significant administrative move aimed at strengthening transparency in recruitment for uniformed services, the Odisha government has appointed retired IPS officer Rashmi Ranjan Swain, former Director General of Police of Jammu and Kashmir, as the first Chairman of the Odisha Uniformed Services Staff Selection Commission(OUSSSC).
The newly created commission has been designed to centralise and professionalise recruitment across Odisha’s uniformed services, including police, excise and allied departments.
A New Recruitment Body for Transparent Selection
The OUSSSC was approved by the Odisha Cabinet in November 2025 to address long-standing concerns over recruitment delays, irregularities and credibility issues in lower-rank uniformed service appointments.
The commission will now oversee recruitment for:
• constables
• sepoys
• fire service personnel
• excise staff
• other lower-rank uniformed posts
The new body replaces fragmented departmental recruitment boards with a centralised, merit-based and technology-driven system.

Swain most recently served as the 17th Director General of Police of Jammu & Kashmir.
He first took charge as in-charge DGP on 1 November 2023, succeeding Dilbag Singh.
