New Delhi: REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, the Maharatna CPSU under the Ministry of Power, on Thursday formally handed over two project-specific Special Purpose Vehicles (SPVs) of Maharashtra’s Intra-State Transmission Projects to Ceigall India Limited and The Tata Power Company Limited. The handovers mark a significant milestone in India’s power transmission sector and reflect the government’s push for modern, competitive, and efficient infrastructure development.
Velgaon Power Transmission Limited Handed Over to Ceigall India
The first SPV, Velgaon Power Transmission Limited, was awarded to Ceigall India Limited through the Tariff-Based Competitive Bidding (TBCB) route, with RECPDCL acting as the Bid Process Coordinator. The project will be developed on a Build-Own-Operate-Transfer (BOOT) basis, with an implementation timeline of 24 months.
The handover ceremony was conducted by Mr. Vijay Kulkarni, Senior General Manager & Head of Transmission and Distribution (T&D), RECPDCL, to Dr. Sudhir Rao Hoshing, Wholetime Director, Ceigall India Limited, in the presence of senior officials from RECPDCL, Ceigall India, and the Maharashtra State Transmission Utility (STU).
The Velgaon transmission scheme includes the establishment of a 400/220 kV Velgaon Substation (GIS) and the LILO of 400 kV double circuit, 220 kV double circuit, and single circuit lines, along with other associated works. The project is expected to strengthen Maharashtra’s power transmission network and meet the growing energy demands of the region.
Jejuri-Hinjewadi SPV Handed Over to Tata Power
On the same day, RECPDCL handed over another SPV, Jejuri-Hinjewadi Power Transmission Limited, to The Tata Power Company Limited, also under the TBCB route. The project will similarly be developed on a BOOT basis with a 24-month implementation period.
Mr. Vijay Kulkarni handed over the SPV to Piyush Kumar, Head of Business Development – T&D (International), Tata Power, in the presence of senior officials from RECPDCL, Tata Power, and Maharashtra STU.
The Jejuri-Hinjewadi transmission project involves the construction of a 400 kV double circuit line spanning approximately 115 km from the existing Jejuri substation to Hinjewadi, along with associated infrastructure works. The project will enhance transmission efficiency and support industrial, commercial, and residential energy needs in Maharashtra.
Significance for Maharashtra’s Power Sector
Both SPVs are part of Maharashtra’s intra-state transmission development plan, designed to improve grid reliability, accommodate growing power demand, and integrate renewable energy sources. By leveraging the TBCB competitive bidding model and involving private sector operators, RECPDCL aims to ensure efficient, transparent, and timely project execution while maintaining high technical standards.
The handovers reflect India’s broader vision for a modernized transmission sector, which emphasizes private sector participation, advanced technology adoption, and sustainable infrastructure development.
