Bhubaneswar: In a significant administrative development, the Governor of Odisha has appointed Shri Manoj Kumar Mohanty, IAS (Retd.), as a Member of the Odisha Public Service Commission (OPSC).
The appointment has been made under Clause (1) of Article 316 of the Constitution of India, in conjunction with Regulation 5 of the Odisha Public Service Commission (Conditions of Service) Regulations, 1952.
A 2012-batch promotee IAS officer, Mr Mohanty retired on June 31 while serving as Additional Secretary in the General Administration department.
Six-Year Term or Until Age 62
According to the official notification issued by the General Administration & Public Grievance (GA & PG) Department, Mr Mohanty’s term will last for six years from the date he assumes office, or until he reaches the age of 62, whichever occurs earlier.
Extensive Bureaucratic Experience
Mr Mohanty, a seasoned bureaucrat, previously served as Additional Secretary in the GA & PG Department, bringing a wealth of administrative experience to his new constitutional role. His appointment is expected to bolster the functioning and credibility of the OPSC.
Terms Governed by Existing Service Regulations
As per the notification, his conditions of service will be governed by the OPSC (Conditions of Service) Regulations, 1952, along with any amendments that may be issued over time.
“In exercise of the powers conferred by Clause (1) of Article 316 of the Constitution of India, read with Regulation 5… the Governor of Odisha has been pleased to appoint Shri Manoj Kumar Mohanty… as Member, Odisha Public Service Commission,” the notification stated.

The Odisha Public Service Commission is responsible for conducting recruitment to the civil services and advising the government on matters related to personnel management. Members of the commission are appointed by the Governor and serve critical roles in ensuring transparency and meritocracy in public recruitment.
