New Delhi: A dispute has emerged in the national capital between retired IPS officer Kishan Kumar and Assistant Sub-Inspector (ASI) Balwan Singh. The retired officer has accused ASI Singh of harassing and threatening him, prompting him to seek protection from Delhi Police Commissioner Satish Golcha.
Background of the Dispute
According to reports, the matter dates back several years. In 2017, Kishan Kumar retired from his position as Special Commissioner of Delhi Police and shifted to a residence in the Rohini Heights Society. ASI Balwan Singh was residing in the same society at that time. Over the years, Kishan Kumar rose to prominence within the RWA (Resident Welfare Association), which reportedly caused friction with Balwan Singh.
Disputes escalated over property rights in the society, with allegations of physical assault on several RWA members, including Praveen Mann, Ajay Shrivastava, and even Kishan Kumar’s wife. The conflict eventually forced Kishan Kumar to move temporarily to Greater Noida in 2021, though he later returned to Rohini Heights due to his son’s transfer.
Serious Allegations and Police Action
Kishan Kumar has accused ASI Balwan Singh of multiple criminal activities, including at least five registered cases, and claims that despite departmental investigations, Singh has not been terminated. The retired officer expressed concern for his personal safety and has formally requested police protection.
Delhi Police, however, maintains that this is a dispute between two groups, with Kishan Kumar in one group and ASI Balwan Singh and his associates in the other. According to Deputy Commissioner of Police (Outer North) Veereshwar Swami, the conflict appears to be a personal clash between two factions rather than an official police misconduct issue.

The incident highlights tensions within local communities and the challenges retired officers can face when conflicts with active personnel escalate. Authorities are expected to monitor the situation closely to ensure the safety of all parties involved while investigating the claims.
