Chandigarh: Rohtak Police has completed its investigation and is preparing to file a chargesheet against Exempted Assistant Sub-Inspector (EASI) Sushil Kumar in a corruption case involving alleged illegal gratification and misuse of the office of the then Inspector General of Police (IGP), Rohtak Range, Y. Puran Kumar.
The case pertains to FIR No. 319/2025, lodged on October 6, 2025, at Police Station Urban Estate, based on a complaint by a local wine contractor.
Bribe Demand Backed by Audio-Video Proof
The complainant alleged that Sushil Kumar demanded a ₹2.5 lakh bribe, submitting both audio and video recordings as evidence. Acting swiftly, police lodged the FIR and summoned Sushil Kumar the same day.
Accused Admits Bribe Demand During Interrogation
According to police sources, Sushil Kumar confessed during interrogation that –
- He demanded the bribe.
- He was operating from the office of the then IGP without any official posting order.
- The demand for illegal gratification was made under instructions from IGP Y. Puran Kumar.
Sushil Kumar was arrested on October 7, produced before court, and sent to judicial custody. Hours later, the then IGP died by suicide, adding further sensitivity to the case.
Forensic Report Confirms Voice Match
With court approval, police obtained Sushil Kumar’s voice samples.
The Forensic Science Laboratory (FSL) report confirmed that the voice in the complainant’s recordings matched the samples.
Video analysis also placed Sushil Kumar at the wine contractor’s office at the time of the alleged bribe exchange.
Call Records Reveal Frequent Contact With IGP
Mobile phone examination found –
- Frequent VoIP and FaceTime communication between Sushil Kumar and the late IGP.
- Calls to several SHOs and crime unit officials, where he allegedly demanded money while claiming to act on behalf of the IGP.
Investigators also recovered departmental inquiry files, transfer requests and draft orders from his device – despite Sushil Kumar having no formal role or authority in the IGP office.
Statements Indicate Pressure on Police Personnel
Multiple police officials told investigators that Sushil Kumar –
- Pressured them to settle service matters
- Demanded payments in exchange for favourable action
This strengthened the suspicion of an organised pattern of exploitation using the IGP’s name.
Unauthorised Occupation of VIP Facilities
The investigation uncovered that Sushil Kumar, a constable-rank officer, had –
- Operated from a separate room inside the IGP office complex
- Stayed for months at the VIP Rest House, Circuit House, Rohtak, arranged through the IGP Office
- Enjoyed facilities far beyond his entitlement
Police said this raised questions about systemic oversight within the IGP office during that period.
Chargesheet Sent for Legal Scrutiny
Police PRO Sunny confirmed that a copy of the chargesheet has been forwarded to the District Attorney for legal vetting before filing it in court.
