S.P. Mohanty Appointed First MD of Assam Valley Fertilizer & Chemical Company, to Spearhead Namrup IV Project

New Delhi: Dr. Siba Prasad Mohanty, the current Managing Director of Hindustan Urvarak & Rasayan Limited (HURL), has been appointed as the first Managing Director of Assam Valley Fertilizer and Chemical Company Limited (AVFCCL), a newly formed PSU tasked with executing the high-priority Namrup IV Ammonia-Urea Complex in Assam.

Formed as a joint venture between the Government of Assam, Oil India, National Fertilizers Limited (NFL), HURL, and Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), AVFCCL was officially incorporated on July 25, 2025. The company will oversee the development, implementation, and operations of the Namrup IV project—an ambitious step toward revitalizing the North East’s fertiliser production capacity.

Veteran Leader at the Helm

Dr. Mohanty brings over 36 years of domain expertise across India’s fertiliser and agri-input landscape. His track record includes successful stints in turnaround leadership, operational expansion, and driving strategic innovation across multiple central PSUs.

At HIL (India) Ltd., he engineered a remarkable 50% jump in turnover while introducing robust product diversification. As CMD of BVFCL, he led the revival of the ailing organisation after a decade-long stagnation period, breathing new life into one of Assam’s oldest fertiliser assets.

Currently, as MD of HURL, he spearheads one of post-liberalisation India’s most significant fertiliser revival efforts. Under his leadership, three greenfield urea plants at Gorakhpur, Sindri, and Barauni were successfully commissioned, achieving national benchmarks in productivity, efficiency, and self-reliance. He has also charted new territory for HURL with entry into Green Hydrogen and clean energy-based agri-solutions.

Assam Valley Fertilizer and Chemical Company Limited was incorporated on July 25, 2025, as a joint venture of the Government of Assam, Oil India, NFL, HURL, and BVFCL. It is mandated to develop and operate the Namrup IV Ammonia-Urea complex to revive Assam’s legacy as a fertiliser manufacturing hub.
