New Delhi: In a significant move toward bolstering India’s administrative capacity-building reforms, the Appointments Committee of the Cabinet (ACC) has approved the appointment of S. Radha Chauhan, IAS (Retd., UP:1988) as the full-time Chairperson of the Capacity Building Commission (CBC).
Chauhan, who previously served as Secretary of the Department of Personnel and Training (DoPT), will assume the role for a period of three years from the date of her joining or until further orders, whichever comes earlier.
Leadership Transition at CBC
Simultaneously, the ACC has approved the extension of Adil Zainulbhai’s tenure as the part-time Chairperson of the Capacity Building Commission with effect from August 1, 2025, until Ms. Chauhan formally takes charge.
This extension has been granted as a special relaxation under Clause L of the service terms for Chairperson and Members of the CBC, overriding Clause B which typically governs such appointments.
About S. Radha Chauhan
A seasoned bureaucrat from the 1988 batch of the Uttar Pradesh cadre, S. Radha Chauhan has had an illustrious career in public service, including her key role as the DoPT Secretary and various senior leadership roles at both the central and state levels.
Known for her administrative acumen, Chauhan’s appointment is expected to bring strategic focus to the CBC, which was established under the Mission Karmayogi initiative to enhance the capacity and efficiency of India’s civil services.

Capacity Building Commission: A Strategic Reform Tool
The CBC, formed in 2021, plays a critical role in evaluating and guiding capacity-building programs for civil servants under Mission Karmayogi. Its leadership is pivotal in reshaping public administration through institutional learning, digital training platforms, and results-driven performance systems.
