Agartala: A new milestone has been achieved in Tripura’s administrative history as Sagar Shobhan Debnath, Chief Engineer of the Rural Development Department, has been selected for appointment to the Indian Administrative Service (IAS) under the Non-State Civil Service (Non-SCS) category.
The official Gazette notification by the Government of India was issued on December 1, 2025, confirming his name in the IAS Select List 2024 (Non-SCS).
Non-SCS Category Recognises Exceptional Officers
The Non-State Civil Service (Non-SCS) provision allows officers serving in various state departments – who are not part of the regular State Civil Services but have shown exceptional efficiency, dedication, and consistent performance – to be recommended for appointment to the IAS.
In Debnath’s case, the Tripura government recommended his name based on his exemplary service record. Subsequently, the Department of Personnel and Training (DoPT) under the Ministry of Personnel, Public Grievances and Pensions, approved his appointment, filling a vacancy in the Tripura cadre.
The Gazette notification confirms that the Select List was prepared on 16 October 2025, approved on 25 November 2025, and officially published on 1 December 2025.
Sagar Shobhan Debnath’s Journey to IAS
Hailing from Kalyani, Agartala, Debnath is the son of Ranjit Kumar Debnath, retired Director of School Education, and Jyotsna Rani Debnath, a retired teacher. He completed his Higher Secondary education from Netaji Subhas Vidyaniketan in 1989, followed by a B.Tech from Tripura Engineering College in 1993.
He joined the Tripura Rural Development Department and steadily rose through the ranks due to his administrative excellence and dedication to developmental work. His elevation to IAS marks a significant recognition of his contribution to public service and state development.
