A planned official visit by a senior BSNL board member has snowballed into a controversy, prompting swift action from the Centre. Union Minister for Communications Jyotiraditya Scindia has strongly criticised the elaborate arrangements made for a proposed visit of Vivek Banzal, Director (CFA) on the BSNL Board, to Prayagraj, calling it a clear violation of established rules and traditions.
The two-day visit, scheduled for February 25–26, was cancelled after a highly detailed itinerary went viral on social media. The document reportedly assigned nearly 50 officials to manage close to 20 tasks covering transport, accommodation, logistics, and even personal arrangements.

MINISTER ORDERS ACTION, SHOW-CAUSE NOTICE ISSUED
Reacting firmly, Scindia termed the arrangements “improper” and “shocking.” He confirmed that a show-cause notice has been issued to the concerned Director, seeking a response within seven days.
“I have made it very clear that this is improper and a violation of established rules and traditions. It is unacceptable to me. A show-cause notice has already been issued. We will take appropriate action,” Scindia said.
Among the arrangements that drew public criticism were special ‘snan kits’ containing towels, undergarments, slippers, combs, mirrors, soap, shampoo, and oil. Six male kits and two female kits were reportedly to be arranged. Additional provisions included bed sheets at the ghat, fruit bowls, dry fruits, toiletries, and shaving kits at hotel and Circuit House accommodations.
Following the backlash, Bharat Sanchar Nigam Limited (BSNL) issued a statement on X, clarifying that standing instructions already exist regarding official visits. The organisation acknowledged non-adherence in this instance and said appropriate action had been initiated. It reiterated that the arrangements were not in conformity with BSNL’s professional standards and values and reminded employees to strictly follow prescribed conduct rules.
A senior BSNL officer in Prayagraj described the episode as an attempt to tarnish the organisation’s image but declined further comment.
The incident underscores renewed emphasis on accountability and adherence to protocol in public sector undertakings.
