Hyderabad: In a significant administrative overhaul, the Telangana state government on Thursday night ordered the transfer of 27 IAS officers, along with the appointment of new zonal commissioners to the expanded Greater Hyderabad Municipal Corporation (GHMC).
The reshuffle is aimed at strengthening urban governance, improving decentralisation, and enhancing service delivery in the rapidly growing Hyderabad metropolitan region.
Jayesh Ranjan Appointed Special Chief Secretary for Urban Development
Senior IAS officer Jayesh Ranjan was appointed as Special Chief Secretary for Metropolitan Area and Urban Development within the limits of the Hyderabad Metropolitan Development Authority (HMDA). With this appointment, Ranjan was relieved of the full additional charge previously held by Chief Secretary K Rama Krishna Rao.
Despite the new role, Jayesh Ranjan will continue to handle the Youth Advancement and Tourism Department, ensuring continuity in key development initiatives. The post of special chief secretary for urban development had remained vacant for several months following the transfer of Ilambarithi.
Chief Secretary Rama Krishna Rao Retains Key Charges
Chief Secretary K Rama Krishna Rao will continue to hold full additional charge as –
- Special Chief Secretary and CEO of the Industry and Investment Cell in the Chief Minister’s Office (CMO)
- Head of Smart Proactive Efficient and Effective Delivery (SPEED)
The decision underscores the government’s focus on industrial growth, investment facilitation, and administrative efficiency.
Rajanna-Sircilla Collector Transferred
M Haritha, Collector of Rajanna-Sircilla district, was transferred and posted as Secretary of the Telangana Public Service Commission (TGPSC). She replaces Priyanka Ala, who has been reassigned in the reshuffle.
Until further orders, Garima Agarwal, the district’s Additional Collector, has been appointed as in-charge Collector of Rajanna-Sircilla.
Changes in Industry and Investment Administration
- E V Narasimha Reddy, Additional CEO of the Industry and Investment Cell, was relieved of the additional charge and will continue as Managing Director of the Musi Riverfront Development Corporation.
- Bhavesh Mishra, Deputy Secretary in the IT Department, was given additional charge as Additional CEO of Industry and Investment, strengthening coordination between IT and investment promotion wings.
Key District and Departmental Postings
Several other important postings were announced as part of the reshuffle –
- Narayan Amit Malempati, Sub-Collector of Miryalaguda in Nalgonda district, was posted as Additional Collector (Local Bodies), Narayanpet.
- A Nirmala Kanthi Wesley, Secretary and CEO of the Telangana Human Rights Commission, was appointed In-charge Director of Employment and Training.
- B Shafiullah, Secretary in the Minorities Welfare Department, was made In-charge Vice-Chairman and Managing Director of the Telangana Minorities Finance Corporation.
- G Veera Reddy, Additional Collector (Revenue), Yadadri-Bhongir district, was posted as Executive Director (Land Acquisition), Telangana State Industrial Infrastructure Corporation (TGIIC).
GHMC Expansion Drives Structural Reforms
The administrative reshuffle comes in the backdrop of the major expansion of GHMC, which has grown from 650 square kilometres to nearly 2,000 square kilometres. With the delimitation process nearing completion, the state government has created additional zones and circles to improve decentralisation and civic service delivery.
According to a government order (GO), the population under GHMC has crossed 1.3 crore, necessitating a stronger administrative framework.

As part of the restructuring:
GHMC zones increased from 6 to 12
Circles doubled from 30 to 60
This expansion is expected to bring governance closer to citizens and enhance responsiveness in municipal administration.

- Apurv Chauhan – Kukatpally
- Sandeep Kumar Jha – Qutubullapur
- S Srinivas Reddy – Charminar
- G Mukunda Reddy – Golconda
- Priyanka Ala – Khairatabad
- Anuraag Jayanti – Rajendranagar
- N Ravi Kiran – Secunderabad
- K Chandrakala – Shamshabad
- Hemanta Keshav Patil – LB Nagar
- Sanchit Gangwar – Malkajgiri
- Radhika Gupta – Uppal
These appointments are expected to play a crucial role in managing civic infrastructure, sanitation, urban planning, and citizen services across the newly expanded municipal limits.

The government stated that the creation of new zones and circles, along with the large-scale IAS reshuffle, is aimed at strengthening decentralised governance, ensuring efficient service delivery, and addressing the administrative challenges arising from Hyderabad’s rapid urban expansion.
