Itanagar: In a proud moment for Arunachal Pradesh, two civil service aspirants from the state – Bullo Manku and Dr Zing Messar – have secured prestigious appointments to the Indian Foreign Service (IFS) and Indian Revenue Service (IRS – Income Tax) respectively, following their success in the UPSC Civil Services Examination 2024.
Bullo Manku: From Ziro to the Indian Foreign Service
Hailing from Hong village in Lower Subansiri district, Bullo Manku secured an All India Rank of 645, earning her a place in the coveted Indian Foreign Service (IFS). A bright student since her early days, Manku did her schooling at Frontier English School, Ziro, and VKV Balijan. She later graduated from St. Stephen’s College, Delhi, and pursued a Master’s degree at the English and Foreign Languages University (EFLU).
Her appointment to the IFS marks a significant milestone, not only for her personal journey but also for representation from Northeast India in India’s foreign diplomatic cadre.
Dr Zing Messar: A Doctor Turned IRS Officer
Dr Zing Messar, a medical graduate from Mirem village in East Siang district, cracked the exam in his third attempt, securing an All India Rank of 846. His achievement has earned him a post in the Indian Revenue Service (Income Tax), a vital arm of India’s administrative machinery dealing with taxation and fiscal policy enforcement.

Congratulating both achievers, Chief Minister Pema Khandu took to social media to share his heartfelt message:
